LAHORE The Punjab government has issued amended rules regarding lease of state land for petrol pumps, CNG stations and service stations, and the Local Government and Community Development Department has issued a notification in this regard. According to the amended rules, 30-year-lease will be given for setting up petrol pumps, CNG stations and service stations, while the successful bidder will not be allowed to cut trees or unnecessarily remove sand or mud from the leased land, which will be given on lease through auction and the amount of initial bid will be decided by the committee headed by the concerned District Coordination Officer according to the market rate. The Local Government and Community Development Department has issued notification regarding amendments in 30 sections, and a number of sub-clauses in the Punjab Local government Property Rules, 2003 and sent its copies to the concerned departments as well as all Commissioners, District Coordination Officers and Tehsil Municipal Officers for implementation. According to amended the Property Rules, land having mineral resources, river banks, watercourses and drains could not be given on lease only 2 to 8 kanals and 1 to 2 kanals state land could be given on lease in rural and urban areas respectively. Moreover, those who will take part in auction will have to deposit one-fourth of estimated rent as token money in the Local Government Funds in advance. According to new rules, initial period of lease will not be more than 15 years whereas, one time extension for not more then 10 years would be given. After expiry of lease period priority will be given to the occupant party in the next auction and in case of non acceptance of auction bid, lease will be given to other party occupant party on lease land will be bound to remove to material within 30 days from the lease land if it will not succeed in an auction after ending its lease period so that lease land could be given to successful bidder. Also, lease land will be transferred to the legal hires after the death of occupant. The successful bidder will have to deposit the rent of lease land in advance in the beginning of the year. Otherwise, the lease will be cancelled automatically if the bidder could not deposit the rent with in 90 days and in such case new auction will be held. It is clarified in the amended rules, that no district government will be allowed to give provincial governments land on lease for CNGs, petrol pumps and service stations.
