HYDERABAD (APP) - Sindh Information Minister Shazia Marri has said that Pakistan Peoples Party (PPP) is the symbol of federation and unity and it would never allow anyone to disturb the inter-provincial harmony by hatching conspiracies. The Minister said this while addressing a press conference at Circuit House here on Monday. Accompanied by Sindh Minister for Fisheries and President PPP Hyderabad District Zahid Bhurgari, Dr. Qaiser Bengali, who represented Sindh in the NFC meetings, and District Information Secretary PPP Hyderabad District Aftab Khanzada, Sindh Information Minister lamented the statement of former caretaker Sindh Chief Minister Mumtaz Bhutto against 7th NFC Award adding that first he should study and understand in detail the contents of the Award and than comment on it. The previous two NFC Awards of 1970 and 1991, which signed during the regimes of democratically elected governments allocated 80 percent share to provinces and 20 percent to the federal government, however, the 1996 NFC Award prepared illegally by the caretaker government had given 37.5 percent share to provinces and 62.5 percent to federal government, Shazia Marri said. Being the caretaker Sindh Chief Minister, Mumtaz Bhutto is responsible of plundering the rights of the people and deprived huge financial losses to Sindh province, she said and reminded that the Chief Ministers of all the four provinces not only attended the sessions of NFC, but taken responsibility of the announcement. In the 7th NFC Award, Shazia Marri said that not only the demand of revenue, but other factors including poverty, transfer population density and the areas of the provinces were also recognized and it is the first Award, which based on multiple factors. It because of the democratic approach and consideration of the facts not only from the federal government, but also from the four provinces of the country, she added. While considering the factors vertically and horizontally, the 7th NFC Awards guaranteed the share of 56 percent to provinces and 44 percent to federal government, the minister said that the demands of Gas Development Surcharge from Balochistan Province and GST collection on services to provinces from Sindh Government were also recognized by the Award, which is the great achievement. With acceptance of GDS, Balochistan province, which facing the trust deficit and demanding its rights since long will get benefit of Rs. 3.5 to Rs. 4 billion while Sindh province will get more Rs. 1.7 billion amount in this regard. Similarly, the collection of GST on services, which forcibly taken from the provinces in 2000 through an ordinance during dictatorial rule also decided to return on provinces, which is great achievement of Sindh province. Sindh Information Minister Shazia Marri said baseless propaganda was made that a province will not accept the 7th NFC Award because of multiple criteria, but the history witnessed the democratic approach from all the four provinces of reaching on formula unanimously. The federal government and all the four provincial governments of the country exhibited positive and democratic thought while preparing the 7th NFC Award, she said and praised the role of Federal Finance Minister Shoukat Tareen who always delivered positive thought on behalf of the federal government. The minister said that Sindh government tables its demand on merit and according to PPP manifesto, constitutional guarantees and the international practices being adopted fro distribution of finances. She said that 7th NFC Award was one of the promises of the President Asif Ali Zardari and his role in this direction is commendable. President Asif Ali Zardari has fulfilled his constitutional responsibility by making unanimous consensus on the Award, strengthening democratic system and introducing politics of reconciliation she said and reminded the regime of General Pervez Musharraf who only tried to strengthened his powers with plundering the rights of the provinces and the people. The approach of General Pervez Musharraf was to rule by creating rifts among the provinces, which prefailed confusion in the country, she said. The minister also praised the role of Federal Finance Minister Shoukat Tareen adding that as a result of his efforts the federal government agreed to surrender its share and reminded the role of former finance minister Shoukat Aziz who only tried to satisfied his boss by making favourable decisions for him and causing losses to the people and the country. It because of his services for a dictator that he received the post of premiership of the country, she added. The minister also lauded the efforts of Sindh Chief Minister Syed Qaim Ali Shah adding that his struggle for acceptance of the case of Sindh in the NFC is historic and can not be forgettable. The efforts of the team, which represented Sindh in NFC including Dr. Qaiser Bengali were also commendable, she added. She also praised the efforts of the federal government for addressing the issues of Balochistan and announced Aghaz-e-Huqooq Balochistan Package to remove trust deficit. We are moving towards provincial autonomy and the task of provincial autonomy could not be achieved financial stability to the provinces, she said and added that development could not be made until all province should not bring at par. Later, Dr. Qaiser Bengali briefed newsmen about 7th National Finance Commission Award.
