LAHORE - Take it as a pressure tactics or a protest of one of its own kind that Punjab Minister for Education Mian Mujtaba Shuja-ur-Rehman is forcing Secretary Higher Education to accommodate two lady lectures failing which he returned all the summaries sent to him. The minister has also warned him that neither he would accept any summary nor would forward it onward to the CM Secretariat till his orders are not implemented. According to sources, the provincial minister had issued orders for the transfer of two lecturers Nazia Ikram and Sumaira Imran posted at Government Fatima Jinnah Degree College Chunamandi to Government Girls College Gulshan-e-Ravi, but the Secretary Higher Education refused to implement the orders on the ground that he had no vacant position to entertain the said aspirants. The sources claim that so far about 20 to 25 summaries have been returned back to the Higher Education Department including those which had been initiated by former secretaries, including Azhar Hassan Shamim and Umar Rasool, as a protest against the 'uncooperative attitude of the bureaucracy. By coincidence both the secretaries who had refused to comply with the orders of minister were shifted to other departments. And now it is to be seen whether the deadlock persists with the advent of a new secretary for Higher Education. Sources say the minister and his staff passed these instructions verbally, but as the department have no room to place the two favourites, it is unable to arrange the transfer orders as desired by the minister. Sources were of the view that the ministers office was so concerned and obsessed with both the transfers that it asked the Higher Education Department to create new posts or downgrade some posts to entertain the said candidates. The orders for their transfers were issued on June 2, 2009. Sources further tell that the summaries sent back to the Higher Education Department mostly relate to posting/transfer of some educationists including the case of secretary Board of Intermediate and Secondary Education BISE Lahore for posting. When contacted Personal Staff Officer (PSO) to Minister for Education, Habib Hashmi rejected the 'notion of issuing such orders and said the minister received hundreds of summaries from the Higher Education Department regarding transfers and postings. He showed his ignorance about any summary about the transfer of lady lecturers. When asked regarding why hundreds of summaries had been forwarded regarding transfers and postings when there was complete ban on the same, he said in certain special cases, like hardship, wedlock policy and mutual consent were being entertained. When questioned why the summaries were sent back to the department, he said the summaries were sent back only for the reason that Secretary Higher Education was transferred and the minister desired to put up the summaries with the signatures of newly-appointed official.
