LAHORE Inspector General of Police Punjab Javed Iqbal has decided to establish a special Monitoring Cell at Police Headquarters Punjab (PHP) to probe into the nature of all the forthcoming police encounters either they are fake or genuine. Insiders exclusively told this scribe, the decision has been taken in large interest of public and after a hundred of complaints were received with the office of IG Punjab in this regard. Principal Chung Police Training Academy DIG Major (r) Mubbashir Ullah has been appointed as head of the Monitoring Cell, they added. Now each police encounter will be thoroughly investigated from various aspects including comprehensive questioning sessions with those officers involved in encounters, evidences collected from the place of incident, bullets fired on the deceased, weapons used during the encounter, criminal history of the killed persons, timing of the incidents and most reliable evidences would be the statements of the eyewitnesses or the local residents. Yes, now all the family members, friends and close relatives of the deceased, who would be killed during police encounters might be taken on board by Major Mubbashir Ullah, they added. Sources further said special police teams would approach the family members of the deceased persons and would personally ask their satisfaction about the encounter. If the bereaved family shows their dissatisfaction or have an ambiguity then a strict legal action would be initiated against the police officers concerned, they remarked. Ms Nabeela Ghazanfar, the Director Public Relations to IG Punjab, says Javed Iqbal is strongly against fake police encounters and police tortures. She said the encounter, which took place in Nishtar Colony Police precincts, which claimed a life of one youth, has exposed various flaws in police investigation and detention methods. In order to promote soft image of the police department, the IG Punjab is committed to address different problems of the masses personally and that is why he is initiating such numerous steps in public interests, she added. According to my knowledge, the cases of those police encounters, which took place in past would not be reopened under the new plan, Nabeela said. The DPR further said the step is a brainchild of IG and he would supervise performance and personally would recommend the reports of encounters prepared with the Cell.
