ISLAMABAD - The Public Accounts Committee (PAC) Tuesday sought details of alleged special renovation of Housing Minister Faisal Saleh Hayats office with an amount of Rs 12.5 million, besides the reason behind sale of property, if made in near past. The committee chaired by Yasmeen Rehman also reviewed various objections of FATA Secretariat, Ministry of Housing & Works, Ministry of Information Technology and Ministry of Water & Power. The committee asked the reasons and details of large number of transfers in the housing ministry that were made by the end of fiscal year. The committee also asked about the complete record of divisions & circles of Pak-PWD. Reviewing the hiring of consultancy services of M/S.A.F Ferguson on single tender worth Rs 3.42 million, the PAC was informed that with the permission of the then finance minister Shaukat Aziz it was permitted on a single tender. On it, senior member PAC Yasmeen Rehman said many times rules were violated in Shaukat Aziz era. The proposal to summon former prime minister Shaukat Aziz was also floated in the committee. According the details, the management of Pakistan Housing Authority engaged M/S.A.F Ferguson and Co. to identify their viable commercial project, while the services of the firm were hired without open competition. The payment of Rs 3.425 million made during the period from January 2000 to March 2003 to the firm was considered irregular. Reviewing FATA Secretariat issues, the PAC asked the details of particular measures taken regarding NATO containers that were damaging the roads. Above 250 containers are passing through Torkham border, the PAC member said, proposing that a computerised record of these containers should be maintained. Secretary FATA Secretariat informed that they were in contact with concerned US authorities in this regard. While, Auditor General of Pakistan said that NATO containers matter was pending for hearing with the Supreme Court. Apart from discussing audit paras of Information Technology (IT), the committee was informed that 5.5 billion minutes calls were made illegally under gray trafficking. Secretary IT admitted that gray trafficking could not be possible without connivance. Reviewing the audit paras regarding unauthorised creation of post of BPS-20, the PAC asked to convene meeting within a week to sort out the matter. Audit official said that NTC management had created six additional posts of BPS-20 increasing the sanctioned strength of BPS-20 to nine posts against three sanctioned posts. The audit pointed out this irregularity to the management around two year before in 2009. The PAC was also informed that appointments in BPS-20 and above were the prerogative of the prime minister. It is the right of the PM and how can the board do this? said Member PAC Noor Alam. Secretary IT & Telecommunication Saeed Ahmad told the PAC that according to charter of NTC the board by the NTC Chairman could make appointments. While, reviewing the para regarding unauthorised shifting of PERN equipment valuing Rs 298 million from NTC to PTCL, the PAC asked the concerned authorities to submit details in 15 days. The project namely 'PERN (Pakistan Education Research Network) was started in September 2002 to link all public private sectors. The PC-1 of the project was prepared by NTC and approved by ECNEC in Feb2002. The concerned authorities were asked to submit details regarding the matter regarding non-recovery of service charges Rs 20 million in LESCO.
