ISLAMABAD - In an alleged move to make mockery of law, Oil and Gas Development Company Limited (OGDCL) is likely to favour one blue-eyed business entity through irregular purchasing of unnecessary vacuum trucks worth millions of rupees in blatant violation of PPRA rules, The Nation reliably learned. All the procurement process is against the Public Procurement Regularity Authority (PPRA) as certain conditions i.e. specific prime over, specific vacuum tank etc were introduced to benefit one blue-eyed business entity allegedly involved in various scams and minting easy money with the involvement of high-ups of the company and now the case is ready for issuing purchase order worth approximately Rs 130 million, which is costly more than 200 per cent as compared to the prime over and vacuum tanks of others top manufacturer of the world, well-placed official sources informed The Nation on the condition of anonymity. It may be noted here that reportedly OGDCL is paying thousands of dollars to BHI for shifting of Oil Base Mud (OBM) from Dakhni Field to Kohat (KP) though available two vacuum trucks standing idle in Tando Alam (Sindh). However, according to sources, this special purchase for the same purpose is likely in near future with the involvement of well placed official of the company who is also involved in getting approval by the then MD/CEO of OGDCL in April 2010 only to oblige his favourite supplier and earn easy money, which according to sources, is for no use to the company. When contacted Bisharat Mirza, spokesman of the OGDCL, said, No order has been placed so far regarding the procurement of said items as the bid is still under technical evaluation, adding that irregularity or undue favour would not be entertained as no one was above the law. He, however, assured that he would look into the matter sincerely and no single source would be facilitated. He was of the view that while the procurement process would take place, PPRA rules and OGDCL prescribed rules in this regards would be followed. According to the sources, viewing the alleged irregularities and corruption, the PC (procurement committee) has advised for generalised press tendering, because procurement through single source was against the PPRA and also OGDCL rules. However, only four bidders participated, two were rejected due to minor deviations and other two of the same group for whom the case was press tendered declared responsive. It is pertinent to mention that well services department of OGDCL had procured costly two vacuum trucks in 2009 for shifting mud from rigs to mud plant at Tando Alam (Sindh). These trucks were purchased from Kenworth through their local agent M/s Advanced Technology and were not yet used for a single day even after passing more than one year, which shows the importance and need of the vacuum trucks for well services department of the company. Meanwhile, employees of OGDCL organised a protest on Monday against the absence of shares of dividend of the last quarter, which to them was not met only because the company was running in deficit/ losses.
