Senate is the upper chamber of parliament. To resolve the issue of acceptable representation of provinces the senate was incorporated in constitution of 1973 for the first time. Unfortunately, it could not completely achieve the aim under which it came into being which was to offer representation to all units in the federation. In developed, federal states like USA, the senate consists of highly qualified, veteran politicians. Thus it has a strong hold on legislations. In contrast, the senate in Pakistan has always remained subservient to the National Assembly. This is because, firstly, those individuals are made senators who are completely in line with party principles. Secondly, senate has no power in making decisions of public expenditure. 

I urge the government to bring reform to this dysfunctional political body.
