LAHORE - Besides earning a handsome amount of Rs 233 million under different heads, the One Window Cell of the Lahore Development Authority has disposed of a record number of 10,228 applications out of 11,742 received since its inception on September 7, with a disposal rate of 87.11 percent. LDA sanctioned as many as 809 building plans on 1,032 applications, extended building period for 601 plots on 656 requests and issued completion certificates on 124 out of 131 pleas received. A total of 105 exemption letters, 241 NOC challans, 64 permissions to mortgage, 212 possessions of plots, 154 possession orders, 19 sub-division orders, 890 transfer letters of plots and 70 urgent transfer letters had been issued by the One Window Cell during this period. As a result of its corporate style of functioning, the One Window Cell of the LDA has been helpful in drawing more applications by the people which in turn have also led to increased revenue generation by the authority under diverse heads. Director General LDA Omer Rasul personally supervises the working of the Cell and reach at 8am sharp for this purpose. He remains there throughout the day for individually attending hundreds of applicants at the One Window Cell besides motivating the staff deputed there. At the Johar Town office of LDA, the One Window Cell has facilitated expeditious disposal of public matters. besides eliminating involvement of irrelevant elements in the authority's affairs. Spreading over an area of 4,500 square feet, this state-of-the-art One Window Cell is fully computerised and is the only example of its kind in the public sector in the entire country. The air conditioned building has the sitting capacity of more than 100 people. Separate counters have been set up for imparting information to the visitors, receiving and scrutinising their applications and handing them over challan forms, transfer letters, approved building plans or other documents after their applications had been disposed of. LDA has also published leaflets, describing procedures for various works and the time to be taken for this purpose, for distributing among the applicants for their information. Besides Director One Window Operation, officers of the rank of assistant director, belonging to all LDA directorates have been posted in the cell to facilitate applicants. The directors of the Land Development, Estate Management and Town Planning Directorates have also been made responsible for attending the applicants at the cell as and when required.
