ISLAMABAD - The federal government on Friday transferred Establishment Division Secretary Mian Asad Hayaud Din due to the ‘poor coordination’ between the division and the Prime Minister’s House and posted him as Additional Secretary (Incharge) Industries and Production.

Senior bureaucrat, Maroof Afzal has been appointed as the new Secretary Establishment Division and notifications have also been issued in this regard.

According to a notification: “Maroof Afzal, a BS-22 officer of Pakistan Administrative Service, presently posted as Secretary Industries and Production Division, is transferred and posted as Secretary, Establishment Division with immediate effect and until further orders.” 

Sources said that Hayaud Din was not in good books of Secretary to Prime Minister Fawad Hassan Fawad as he (Hayaud Din) was not in favour of direct interference of Fawad in the affairs of the bureaucracy.

According to the sources, during Din’s tenure, Fawad did not pass direct instructions to him regarding transfer and postings of officers. They said that earlier, Fawad would contact former secretaries of Establishment Division to issue directives for appointing government’s blue-eyed officers on key positions. The sources said that Fawad would pass orders to Hayaud Din through his junior Jawad Pal (Joint Secretary) while he was heading the Establishment Division.

On the other hand, Maroof Afzal had also served as Additional Secretary to Establishment Division and was secretary to the controversial Central Selection Board (CSB) meeting of 2016.  Afzal had also served as Director General of National School of Public Policy. A senior officer told The Nation that the SCB meeting has been pending for the last one-year, causing frustration among grade-19 and grade-20 officers of different services groups.

According to the rules, the CSB meeting should be held after every six months. He said that different sections of the Establishment Division have started preparations for the next CSB meeting but the final date for the huddle has not been finalized so far. He said Afzal had worked with the chairman Federal Public Service Commission during the last board and he will try to arrange the next CSB meeting as soon as possible.

Meanwhile, Ahmad Baksh Narejo, a grade-20 officer of Pakistan Administrative Service, has been posted as Textile Commissioner, Textile Commission’s Organization Karachi under Textile Industry Division on a deputation basis on standard terms and conditions. He had been OSD in the Establishment Division previously.

The federal government has also approved five days ex-Pakistan leave of Secretary Aviation Division Muhammad Irfan Elahi from January 1, 2018, and gave charge of the division to Secretary Cabinet Division in the absence of Elahi.
