ISLAMABAD - United Nations has said that Denmarks $28 million aid is an educational plan for the IDPs of Swat and Malakand Division but it is not part of Pakistan Humanitarian Response Plan (PHRP). Earlier on Monday, Danish Minister for Development Cooperation Ulla Toernaes had said during her brief visit to Pakistan that Denmark had pledged $ 28m for the IDPs of Swat, Malakand, Buner and adjoining belt to support funding in the educational sector. Addressing a select group of diplomats at the Danish Ambassadors residence, the Minister had said that the aid plan dealt with IDPs cause and it would support and strengthen PHRP by improving its funding situation. On the other hand, the representatives of UN informed this scribe that the financial aid to be provided by Denmark would not have any affect on the IDPs funding situation. The UN officials said that Denmarks aid was a long-term educational plan for IDPs while PHRP primarily focused on the rehabilitation of IDPs on emergent basis. UN representatives said PHRP aims at the provision of shelter, health, and education to IDPs through early recovery programmes. Although, the aid to be provided by Denmark is a highly laudable step that would be a substantial redressal for the educational needs of IDPs in the long run, it has nothing to do with Pakistan Humanitarian Response Plan, a UN representative said. The PHRP funding situation as on January 15, 2010 indicated that $ 485m, which makes 71.4pc of the $ 680m aid package has been collected for the rehabilitation of IDPs. and reconstruction in conflict zones in North Western Pakistan.
