Lahore was capital of Mughal Empire and remains the cultural capital of Pakistan, whereas Islamabad is a concrete jungle and graveyard of bureaucrats (baboos). A city bearing the footprints of cultural and spiritual history, Lahore is the heart and soul of Pakistan. The Indian High Commissioner in Pakistan disclosed to me that during negotiations to start an air link between India-Pakistan the delegates (baboos of Islamabad) pressed very hard to have the air link function from Islamabad-Delhi but the Indians’ rejected the idea contemptuously and instead offered Delhi-Lahore air link saying take it or leave it as they were not prepared to make Islamabad the base. They were firm in the belief that they could not ignore Lahore and fly over it.
