This refers to the false claims of Higher Education Commission (HEC) regarding the enhancement of quality and dual standards being observed in the appointment of university teachers. HEC boasts of a zero-tolerance policy regarding nepotism and it has set a formula for the appointment for teachers. But interestingly, in the appointment of Chairman, Department of Journalism and Mass Communication, Kohat University of Sciences and Technology (KUST), these things have not been taken care of. The present Chairman, Mr. Khalid Sultan, is a second divisioner in M.A. Journalism and according to HEC criteria, is not even eligible to apply for the post. He is an M. Phil in this discipline now but according to HEC rules, even a second divisioner having an M. Phil degree is ineligible. Thirdly, he has been appointed Assistant Professor for which the criteria is to hold a first class first division in Masters or M. Phil with five years of teaching experience at the university level and two research papers published in an HEC recognized journal. Interestingly, the appointed person doesn't fulfill any of these criteria but is appointed due to the reasons better known to the Vice Chancellor KUST.
