KP Opp criticises, Treasury hails budget

PESHAWAR - The opposition benches in Khyber Pakhtunkhwa Assembly, while terming the provincial budget of 2010-11 as unbalanced, criticised the provincial government for not consulting the opposition parties in the process of preparing the fiscal policy for the coming financial year. The treasury benches defended the budget and described it as a balanced and appreciable one in the current situation prevailed in the region. During the provincial assembly session under the chair of Speaker Kiramatullah Khan on Tuesday wherein discussion on the provincial budget 2010-11 was opened, the Leader of the Opposition Akram Khan Durrani said that under the NFC Award the allocation for fighting terrorism was reduced by one percent from the required earmarking which should be increased and added that opposition benches were not taken into confidence regarding preparation of the fiscal policy. He said that having its head offices at Islamabad, Lahore and Karachi, the profit earned from Pakistan Tobacco Company, Chirat Cement and Attar Cement respectively was going to other cities instead of the province and the provincial government had become a silent spectator. Akram Durrani further said that as they had informed earlier that the province couldnt have two names so it happened and instead of calling it Khyber Pakhtunkhwa, people were now calling it Khyber only, which was the name of an area. He offered his cooperation if the provincial government starts efforts to received the remaining dues in lieu of net hydel profit from 1990 onward. He said that the construction of a flyover in Peshawar was subject to delay just because it was bearing the name of Mufti Mehmood and added that the budget was prepared by bureaucratic elements instead of it being prepared by representatives of the masses. He said that it was injustice with the media persons from Peshawar that only half of the money out of the required amount was allocated for media colony in Peshawar. He said that the police fund was not enough in the budget and they were also deprived of 50 percent increase in salaries so they should be duly addressed and added that keeping in view the 120 percent increase in price hike the salaries should be increased 100 percent. He demanded that Nizam Adl should not see any more delay in Malakand division and added that for extending relief to the southern districts of the province a Circuit Bench of High Court should be established at Bannu district. The parliamentary leader of PML-Q, Qalandar Khan Lodhi said that after having extension of authority over Capital Value Tax the provincial government should reduce its ratio keeping in view the prevailing of general poverty. Parliamentary leader of Pakistan Peoples Party-Sherpao (PPP-S) Sikandar Hayat Sherpao said that after going through White Paper issued by the provincial government regarding fiscal year 2010-11, it revealed that the claims of the government of having presented balanced and tax-free budget were wrong and added that in lieu of sales tax the provincial government accumulated only Rs 80 crore while at this time it presented the target to be achieved in this regard as Rs 12 billion. He said that the provincial government had no proper mechanism for financial affairs of the departments that were to be handed over to the provincial government after July 1, 2011. He said that if the central government could write off the loan of Rs 17 billion for Balochistan province then it should also do the same regarding the war-stricken province of Khyber Pakhtunkhwa. He said that Bacha Khan 'Khpal Rozgar Scheme was feared to be used for political objectives. He said that it was need of the time that something practical should be delivered to address the masses problems. Saqibullah Chamkani, MPA, appreciated the budget and said that the federal government had also presented a deficit budget after which pressure from IMF was increased for the implementation of VAT and also stopped installment of the loans, which would affect the province as well. Deputy Speaker of the assembly Khushdil Khan and other members of the provincial assembly also took part in the budget discussion.
