The return of IDPs is a welcome sign; this also shows that the leadership has some understanding of the need to fight a people centric counter-insurgency. To avoid a cycle of violence, peaking and subsiding, in most insurgency hit areas, the local population needs to be on the side of the state. This is possible through careful management of local population. The affected people need to be equipped with enough resources to make resettlement painless. Now a long term strategy needs to be in place, for effective rehabilitation. Strong government machinery is also needed for day to day running of FATA, some reforms and new strategies need to be in play. The military has successfully led operation Zarb-e-Azb and now it is time for the civilians to step in and reclaim FATA.
