ISLAMABAD (APP) - Federal Minister for Information & Broadcasting Qamar Zaman Kaira said on Wednesday that the process of distribution of Rs 20,000 as first tranche of cash assistance among the flood victims would be completed within 45 days. While addressing mediamen about relief and rehabilitation operation in the flood-hit areas he said that the process of distribution of cash has been started in Punjab and Sindh and so far 7,500 families have been paid the said amount. He said that the list of calamity-hit areas of Khyber Pukhtunkhwa is due to be received on Sept 18, while Balochistan has provided partial list of calamity-hit areas and the process of distribution of cash would start in the two provinces very soon. He said that two more centres for distribution of cash among the flood victims have started working - one in sindh and one in Punjab. He regretted that his statement about distribution of cash among the flood-affected people was spinned by a section of Press. Kaira said that he never said that the process of cash distribution among the victims would be completed before Eid, but a section of press twisted it and reported that Information Minister has said that the process would be completed before Eidul Fitr. He said that it was not humanly possible to complete the process within such short span of time before Eid. Kaira urged the media to highlight the heroic acts of local people, who endangered their own lives to save others. About the road network situation in flood-affected areas, the minister said National Highway Authority (NHA) is working day and night and more roads have been opened for traffic. He said that some sections of Indus Highway and Sukkur-Jacobabad section of Sukkur-Quetta Highway has been opened for traffic. Kaira said that most of the breaches in rivers and canals in Punjab have been plugged while in Sindh work on closing the Tori bund breach is going on. About Manchar lake, he said that water there is touching an alarming level. About weather, he said that there are chances of isolated rains in various parts of the country but not of a dangerous nature. He also said that earlier there was a prediction that in the third week of September there are chances of heavy rains in the catchment areas of Satluj and Beas, however now according to revised forecast there is no likelihood of heavy rains. To a question about the launch of official flood relief tracking website, he said that concerned staff is working day and night without even taking the Eid break and it is hoped that the website would become operational within days. To a query about the talk of Martial Law by some people, he said that in the past prophets of doom gave several deadlines for collapse of the PPP- led coalition government but with the grace of God and support of the masses, the government is still present to serve the masses. He said that revolution and anarchy are two different things but unfortunately some media houses seem not to differentiate between the two. Minister for Information Broadcasting Qamar Zaman Kaira said that a United Nations meeting would be held on September 19 in which fresh appeal for Pakistan flood- affected people will be launched. He added that Foreign Minister Shah Mehmood Qureshi would represent the country in the meeting. The minister said donors conference would be convened after completion of Damage & Need Assessment (DNA) process. To a question he said the federal government has not received any such complaints that provincial governments are creating hurdles in distribution of relief goods in some areas. However, he said the government has stopped some banned organizations, who were active in flood-hit areas. To another question he said President Asif Ali Zardari and Prime Minister Yusuf Raza Gilani have directed Zarai Taraqiati Bank Ltd (ZTBL) to calculate interest on loans given in the flood hit areas. He said calamity-hit declared areas would get benefit from the Zarai Taraqiati Bank Ltd, adding provinces and center have already initiated work on the project. The Minister said UN earlier launched appeal of 460 million US dollar out which $ 300 million have been received by it. He added that the UN has been requested to extend food support programme for 6 month as earlier it was fixed for three months. He added that presently UN is working in four sectors: food support, health, shelter and water sanitation. To a question he said it was not possible for the federal government to form the Oversight Commission without taking provinces on board as it would have been against the spirit of 18th Amendment and NFC Award. The oversight council has been constituted with the consultation of provinces to ensure transparency, he added. The minister said that notification of oversight council is expected within two-three days as federal government has received the names from the provinces. To a question he said war against terrorism is war of the whole world, not only Pakistan. Pakistan needs support of the whole world to eliminate the menace of terrorism from the region and the world, he added. To another question he said drone attacks are point of concern for Pakistani nation.
