DUBAI (Reuters/AFP) Al-Qaedas number two Ayman al-Zawahri released an audio recording Wednesday accusing the Pakistani government of responding too slowly to severe flooding in the country and calling on Pakistanis to revolt. Zawahri, believed to be hiding in mountains along the Afghan-Pakistani border, spoke in a 44-minute recording which appeared to mark the anniversary of the September 11, 2001 attacks in the United States. In the message, Zawahiri offered condolences to Muslims in Pakistan over devastating floods. I send my condolences to the Muslim Ummah (nation) in Pakistan over the damage they have suffered as a result of the recent floods, Zawahiri said. But he also accused the Pakistani government of corruption, and said the countrys people were culpable for not speaking out against it. I would like to remind our people in Pakistan that the glaring governmental failure to relieve them is the result of their keeping silent about the deteriorating conditions and corrupt state of affairs in Pakistan. The primary concern of the ruling class in the government and army of Pakistan is filling their domestic and foreign bank accounts with dollars, and as far as they are concerned, Pakistan and its people can go to hell, he said. Entitled A Victorious Ummah, A Broken Crusade: Nine Years After the Start of the Crusader Campaign, the recording was posted on a website often used by al-Qaeda. Zawahri called on Pakistanis and Turkish Muslims to rise up against their government because of their involvement in Afghanistan. ...The Muslim Turkish people must confront the behaviour of their government, which is participating in the Muslim-killing campaign in Afghanistan, he said. The same holds true for the government of Pakistan. Zawahiri also slammed leaders including President Asif Ali Zardari, Egyptian President Hosni Mubarak, former International Atomic Energy Agency chief Mohamed ElBaradei and Palestinian Authority President Mahmoud Abbas as being corrupt and in league with the West. He said nine years of fighting jihadists has weakened Western forces. The forces of jihad... have emerged victorious and the forces of the Crusader invasion have emerged weakened by their wounds and exhausted by the haemorrhage of human and financial losses. Zawahiri did not directly refer to the September 11, 2001 attacks that killed almost 3,000 people but said in the message released after Saturdays anniversary that attacks had taken place even on the Westerners own soil. Western forces are searching breathlessly for a way out. Today, 150,000 US and NATO troops are fighting in Afghanistan to quell an intensifying insurgency, with momentum widely seen to have moved in the Talibans favour as their footprint spreads. The heading on the transcript indicates the message was recorded during the Muslim holy fasting month of Ramazan which ended last week, but IntelCentre said it was only released on Tuesday. It is standard practice for Al-Qaeda to release (messages) around the anniversary of 9/11 and the launch of the US campaign (in) Afghanistan, IntelCentre said. But it added that 2010 has marked a decline in the number of overall messages from Ayman al-Zawahiri and Osama bin Laden compared to recent years. Last year, bin Laden released an audiotape marking the anniversary of the September 11 attacks, but no such message has appeared from him so far this year.
