RAWALPINDI – Anti-Narcotics Force (ANF) has been pursuing the ephedrine quota scam case in accordance with the instructions of SC and independent, fair and transparent investigations are being conducted.

ANF Director Legal Col Akhter Abbas said this while talking to a group of journalists here on Saturday.

He informed that during the years 2010-11, as per the evidence available, the pharmaceutical companies, namely M/S Berlex Lab International, Multan and M/S DANAS Pharma (Pvt) Ltd, Islamabad, as per their plan, got allocated 6500-kg and 2500-kg of ephedrine for export purposes to Iraq and Afghanistan respectively.

However, they could not later provide pre-import certificates etc from the said countries as their export plan was based on falsehood. Once their export plan did not materialise, they managed to get above allotment converted into local use with the connivance of MoH staff/Secretary Health and the politicians.

The above allocation maliciously made, with vested interest, was in clear violation of the “UN Convention” as the export quota for Iraq was 3000-kg and for Afghanistan 50-kg only, he added.

Resultantly, during the year 2010, total allocation of ephedrine raised to 31,534 kgs against the annual ceiling fixed / authorised by INCB for Pakistan i.e. 22000 kgs only (fourth highest in the world), said Col Akhter adding that Ministry of Narcotics Control on 19-9-2011 directed ANF to proceed against the culprits of Ephedrine allotment under the CNS Act and ANF Act, 1997.

Based on the above order of MoNC and the information gathered, a case was accordingly registered vide FIR No. 40/2011, PS ANF, Rawalpindi on 10-10-2011. The investigating team has recorded the statements of around 100 witnesses and also examined / taken in custody the relevant record in the case. 4 challans have been filed in trial court up till now, he maintained.

He said that while reallocating the export quota of 6500 kgs and 2500 kgs of Ephedrine, the MoH staff knew well that the above quantities were much more than our domestic requirements and any allotment / reallocation to a newly registered firm of more than 500 kgs of Ephedrine was in clear violation of the rules and without any precedence.

It was also in clear violation of MoH Board Meeting Proceedings for quota allocation year, 2010, said Director Legal ANF.

Meanwhile, ANF Director Legal Col Akhter Abbas said that the press conference conducted by Pakistan Pharma Medical Associations duly supported by PML-N MNA Hanif Abbasi, who is also one of the accused vide FIR No. 41/2012 were against the law and direction passed by the Honourable Supreme Court of Pakistan where subject matter is already pending.

He also clarified that he did not spoken in a recently held press conference at ANF Headquarter that he would not allow Syed Ali Musa Gilani to impersonate himself as hero in Ephedrine smuggling case rather it was ANF Special Prosecutor Shahid Abbasi, who stated this.
