ISLAMABAD (APP) - The Sub-Committee of Public Accounts Committee of the National Assembly on Thursday took serious notice of $ 10.05 million loss to the national exchequer in purchase of three A-310-300 aircraft in 1989. The Committee directed the defence ministry to fix responsibility on the then Board of Directors and Managing Director PIA and submit a report to the committee in a month. The meeting chaired by convener of the Sub-Committee, Yasmeen Rehman was held here in Parliament House to review the backlog of Defence and Education Ministries. Managing Director PIA, Ejaz Haroon apprised the committee that PIA entered into an agreement with M/s Airbus Industries on August 8, 1989 for purchase of three aircraft which were offered by the seller on March 8, 1988 and accepted by PIAC on February 22, 1989. He said an advance payment of $ 450,000 was made in February 1989 but the delay in acceptance of proposal caused a net escalation of $ 10.05m on the deal. The MD told the committee that they had sent recommendations to religious ministry for reducing Hajj and Umra fares. The fares would be reduced keeping in view the oil prices, he added. Ejaz Haroon informed the committee that PIA was now a profit earning organisation on operation side, however, it is going in loss due to the past accumulative loss of Rs 70b. They were paying Rs 8 billion interest on loans annually, he added. He said the PIA suffered a loss of Rs 24 billion due to depreciation of currency. The MD said 2008 remained worst year for the organisation and due to the continuous escalating oil prices during 2004 to 2008, PIA had to suffer Rs 40m per day. The committee also expressed concern on financial irregularities of over $ 4m in purchase of computers and medical equipment for various offices of PIA. The committee directed the PIA management to make the purchase system transparent. Member of the committee MNA Sardar Ayaz Sadiq asked the PIA management to observe punctuality and make proper and regular flight schedule. Yasmeen Rehman appreciated staff of PIA deputed at the Parliament House and said their strength should be increased owing to work burden. Secretary Education Chaudhry Rauf apprised the committee that Rs 6 billion was allocated in the budget, which was later reduced to Rs 4.2 billion after 25 per cent cut. However, the ministry has received only Rs 1.3 billion so far. He requested the committee to direct the finance ministry to release funds in time, so the ongoing projects could be completed. Yasmeen Rehman directed the concerned officials for timely release of funds as countrys future was linked with this sector. Director General National Library Chaudhry Nazir informed the committee that earlier eight kanal land was allocated for setting up of Islamabad Public Library at F-9 Park, however, later, the land was given to Nazria-e-Pakistan Foundation. Now, four kanal land had been given for establishing the library at F-10, he added. He said numbers of people regularly visit the National Library which cater to the need of Ph.D and CSS candidates. The meeting was attended by MNA Sardar Ayaz Sadiq and officials of Defence, Education ministries, other concerned organisations and Audit Department.
