Child Protection Bill submitted

ISLAMABAD - The long-awaited Child Protection Bill has entered into a new phase as after years struggle, the Ministry of Social Welfare and Special Education has finally managed to submit the bill to the Law Division for wetting process. After getting bill back from the law division, Ministry of Social Welfare and Special Education will submit it to the Parliament for final approval. The delay in moving the bill occurred, as the previous government directed the Ministry of Social Welfare and Special Education to first come up with a Child Protection Policy and later to formulate Child Protection Bill. Therefore it took almost two years to the Ministry of Social Welfare and Special Education to complete both the Child Protection Policy and Child Protection Bill. "Lastly the deadlock has broken and chances are now bright that soon the much-awaited bill will get a node," said an official of Ministry of Social Welfare and Special Education while talking to TheNation. "Child Protection Policy is also complete but due to several reasons, it is not being moved, as it has been made clear by the Ministry of Law that the Child Protection Bill can be implemented in absence of Child Protection Policy," he added. The Child Protection Bill will be implemented only in Islamabad Capital Territory, whereas the National Child Protection Policy will be extended all over the country. Child Protection Bill has been formulated, as the existing laws are limited in scope and often ambiguous to provide protection to the children vulnerable to violence, sexual abuse and exploitation. Child Protection Bill is aimed at harmonisation of the national legislation with international frameworks such as the convention on the Rights of the Child etc. The bill will help in improving the plight of millions of children living under difficult circumstances According to the data available with the Ministry of Social Welfare and Special Education approximately 35,000 children are estimated to be living on the street in four major cities of Pakistan without any family links and vulnerable to all type of torture and abuse.
