Maladministration, corruption, irregularities and favouritism are prevailed the Govt College of Technology Dera Ghazi Khan due to allegedly poor performance and malpractice of Principal Shahid Waseem, as per a complaint submitted to the Punjab Ombudsman.

Punjab Ombudsman Javed Mahmood said in the case that the TEVTA chairman being a proper authority should probe into the matter and take necessary action; moreover in the wake of allegation, if any act of corruption is attributable to the principal, the chairman may also take suitable line of action against acts of corruption, if proved.

The Punjab Ombudsman has also directed Secretary to Govt of Punjab and Industries and Mineral Development Corporation Punjab for necessary action. He mentioned that the same irregularities and acts of discrimination have been once again spelt out in the complaint which requires necessary probe and the same can better be conducted by the TEVTA chairman.

Maqsood Akhter Badar, a resident of Basti Meeran Khan Mauza Bailah, Dera Ghazi Khan, had lodged a complaint with the court that due to maladministration on the part of the principal of the institute, huge damage is being caused to the institution as well as the students.

The complainant alleged that the principal had made irregular and illegal appointment of Omer Adil, assistant manager finance in the office of Tevta District Manager, as visiting lecturer. This appointment is bogus as presence of Omer Adil is not recorded in the register nor his salary bills are verified by the Head of Department (Mechanical) Munir Ahmed Mughal, he alleged.

He also alleged that in October 2010, one vacant post of Instructor Chemical was advertised but the principal appointed Abdullah Farukh Khosa, the nephew of then chief secretary of Punjab. This appointment was without merit. When one Niaz Ahmad, an eligible candidate for the said post, instituted a petition in Lahore High Court’s Multan Bench in order to wriggle out of the situation, the principal Shahid just to save himself, transferred Abdullah Farukha to Multan and appointed the petitioner against the same post without any new advertisement, it was stated.

“However, once again Abdullah Farukha was transferred from Multan to DG Khan and Niaz was transferred from DG Khan to Multan. This act of the principal regarding appointments and transfer of both the officials is against the rules of TEVTA. It is clear violation of one term & condition of appointment letter,” he said.

He added that the principal secretary of Board of the Governor of Govt College of Technology appointed one Asifa Munir as lecturer of Islamiat who was placed at Sr. No. 06 of the merit list but other candidates were ignored. She has been enjoying the service since 2004 to date, he said.

“Similarly, the principal during 2012-2013 appointed Maria Altaf as junior clerk who did not fulfil the prescribed age limit as per rules as she was then only 16 years, Likewise, the principal appointed one Naeem as shop assistant (mechanical) in the college while latter is regular employee as driver at Punjab Employee Social Security Institute DG Khan since 2004. Naeem has received official remuneration from two public departments at the same time, whereas jobless and qualified persons have been deprived of the jobs,” said Maqsood.

The complainant also alleged that Amin, already working as shop assistant, was appointed as junior instructor in Electronics Department without any justification in 2007- 2009. During the same period, he was a regular student of Electronics Diploma in a private college and he received salary for three years as student, te complainant said.

The complainant also alleged that the principal had expelled him from the post of junior instructor without any justification. He was manhandled as revenge for the complaint he earlier submitted to the DCO of DG Khan against the principal, he concluded.
