City Council lauds BRCs

KARACHI - The treasury members in the City Council have appreciated the issuance of Benazir Relief Card (BRC) package for the needy and poor by federal government and demanded that it should be distributed through union councils at grass root level. The city council session, held on Monday under the chair of City Naib Nazim Nasreen Jalil, adopted three resolutions while opposition members boycotted the meeting. "The BRC is an effort to provide relief to the poor therefore this scheme could only be made successful if the concerned UC Nazims were taken on board", leader of the house Asif Siddiqui said. The treasury member appreciated the move on BRC but one of their colleagues, Mujahid Baloch, expressed his concern saying that Minister for Local Government had benefited a number of his supporters in the Zakat Committees and added the same practice would be repeated in the distribution of BRC. The treasury member Mirza Afaq Baig said the federal government has taken a good step but to make this scheme fruitful, the government should take UC nazims on board and issue these cards on their recommendations. Meanwhile, three resolutions were also adopted regarding the appointments and administrative change in the Municipal Services Department while another resolution tabled by Arshad Qureshi was also approved to appreciate the city government for setting up Command and Control Centre and establishing City Ambulance Service. Earlier, Asif Siddiqi pointed out that federal government had increased the tariff of KESC besides abolishing subsidy, which is a great injustice to the people of Karachi, and demanded that it should be discussed on the floor of the House. Haq Parast member Arshad Qureshi asked the provincial and federal governments to identify the real position of KESC and its plan to end loadshedding in Karachi. The overall situation in the City Council was smooth as treasury members in their speeches not only identify the severe water crisis in their areas but also demanded that the KWSB should be given back to city government and demanded that newly appointed MD KWSB Suleman Chandio should be replaced. Some of the treasury members also criticised recent statement of MD KWSB that he would not distribute water on the directives of towns and city nazims. Meanwhile, Opposition members appreciated Suleman Chandio and saying that he is not only an honest officer but also a competent one to serve city without any discrimination. Zahid Saeed from opposition benches criticised the attitude of treasury members who had earlier appreciated the privatisation of KESC but now are opposing it. He said that Haq Parast members are also part of provincial government and they could help in resolving the administrative crisis of KWSB. He further said that a resolution should be tabled to terminate all the 6,000 illegal postings of non-technical staff recruited on political basis. Treasury member Masood Mehmood said that it was the mistake of Haq Parast government to not abolish the KWSB 1996 Act after it took office in 2005. Sarwat Arif, a treasury member said that the administrative control of KWSB and KBCA have been politicised and it should be resolved on priority basis. Treasury member Aqeel Ahmed Insari demanded that all key posts in the city district departments had been given to local people and this practice was creating pandemonium in the opposition benches. The Opposition members boycotted the session in protest against some remarks of Nasreen Jalil.Later, she adjourned the session till June 23.
