QUETTA - Balochistan is rich in mineral resources but it is least developed province of Pakistan where poverty ratio is higher as compared to other provinces of the country. Balochistan always remained confronted with serious financial problems that had compelled it in past to take huge overdraft from State Bank of Pakistan. However, the incumbent federal government showing generosity and keeping in view the backwardness of the province waived off Rs 17.5 billion overdraft of Balochistan that helped the provincial government to spend a big chunk of money on development. Though Balochistan is receiving more resources under the 7th National Finance Commission (NFC) Award but it was still facing financial problems which could be gauged from the fact that it could not announce its budget immediately after the announcement of Federal budget like Punjab, Sindh and Khyber Pakhtunkhwa. Though some government authorities say the financial problems were one of the main causes for delay in announcement of budget of Balochistan but some other sources say struggle of MPAs for maximum development funds is the biggest hurdle in the way of actual delay. As compared to other provinces, the Chief Minister of Balochistan Nawab Muhammad Aslam Khan Raisani is giving more funds to MPAs of province sources said and added the quest of MPAs to get more funds is the main reason for delay of Balochistans budget. Sources within the finance department told TheNation that the process of budget making for fiscal year 2011-12 was in full swing and its total size would be more than Rs 170 billion. It is expected that Rs30 to 35 billion will be allocated for Public Sectors Development Programme (PSDP) they added. They said that agriculture, livestock, communication, health, education and provision of clean drinking water projects would be given priority in the budget. Provincial Finance Minister Mir Asim Kurd Gailoo said that Balochistan budget would be announced on June 21st and it would be a deficit budget. However, he said that a big chunk of amount would be allocated for development projects and it would be a tax free budget. The budget is being prepared with the consultation of all parliamentary leaders of coalition government, he said adding that we had succeeded to a great extent to get our demands accepted from federal government. He said that after NFC-Award Balochistan was getting a proper amount which would help to reduce the backwardness of the province.
