ISLAMABAD (APP) - NWFP Cabinet on Tuesday discussed three point agenda of reforms in Madaris, budget strategy paper and comprehensive development strategy (CDS). The cabinet in its 19th meeting under chairmanship of Chief Minister Amir Haider Khan Hoti held at Frontier House Islamabad unanimously approved to introduce mid-term budgetary framework for three years on pattern of the federal government. Provincial Information Minister Mian Iftikhar Hussain Shah addressing a Press briefing said the cabinet also directed each ministry to submit its development strategy before Planning Division within 15 days for the onward approval of the cabinet. He said the cabinet also reviewed a report of Madaris Reforms Task Force constituted by caretaker government. The cabinet decided to constitute a committee headed by Additional Chief Secretary which will present its report within a month after reviewing the suggestions of the task force. Other members of the committee are Secretary Awkaf, Secretary Zakat, Secretary Commerce and Secretary Education, he said. Iftikhar Hussain said the cabinet unanimously approved Budget Strategy Paper after detailed discussion which aimed at inclusion of development schemes in decision-making process before budgetary preparation. He said this consultation process aimed at fully implementing priorities of the government. He added that fiscal position of the province has improved after the signing of 7th NFC Award, however, he added that if austerity measures were not adopted due to expenditures on security and salaries, then there will be no fiscal space for the development expenditures. To achieve this objective, he said there was need to evolve a strategy for judicious utilisation of available resources in a transparent manner. The Cabinet also approved the following suggestions: The NWFP government would introduce Mid term Budgetary Framework (MTBF) for three years on the patron of Federal government. Giving proper information regarding the expenditure limits to the health, education and social welfare departments. Preparing 3-year development plan for Planning and development department according to the needs and priorities of the province. Promotion of investment to exploit the hydel potentials of the province. Investment in Health and Education sectors for harnessing the true potentials of youth in the province. Enhancing the capability of security agencies to ensure safety of the civilians. Maintenance and development of Highways in the province. Improvement in the irrigation system. Investment in Technical education according to the demand. Steps for the development of agriculture sector and Safety of available resources. Replying to a question Information Minister of NWFP said that the ANP coalition government wants to take along their coalition partners and this coalition in the province would further be strengthened. He said that one should avoid giving statement which encourages the militants in the country adding there was dire need of making joint efforts to eliminate the terrorists in the country. The Minister further said that entire nation and political parties are behind the Pakistan Army in their fight against the militants. The Provincial information Minister said that soon the Anti Terrorists Act would be extended to Malakand Division and all the arrested criminals would be tried under the same law. He said that independent judiciary would also award them punishment for their crimes against the humanity.
