Under the Water Accord of 1991, shares in all future dams were fixed at 37, 37, 14 and 12 percent for Punjab, Sindh, KPK and Balochistan respectively. But Punjab and KPK cannot utilize their share without the left and right bank canals at Kalabagh dam. Not only from Kalabagh dam but also from Tarbela, Bhasha, Skardu or Katzara dams. The water from all these dams will bypass north Punjab and D I Khan and flow down the Indus to Sindh and Balochistan, except the little that south Punjab can utilize. Could this have been the sole purpose of the Accord, to decease Punjabs share to increase Sindhs share, and not give any to north Punjab even from the decreased share.
