ISLAMABAD - The Federal Board of Revenue (FBR) has reshuffled its 19 top officials following massive shortfall in tax collection during first four months (July to October) of the ongoing fiscal year.
The FBR notified the transfers and postings of 19 officers serving in grade 20 and 21 and others on Friday. Earlier, the FBR had already transferred of over two-dozen officers serving in grade 21 and 22 on November 2. The FBR had started transfers and postings after facing shortfall in tax collection.
The FBR is facing a shortfall of Rs60 billion during the first four months (July-October 2018-19), as provisional collection during July-October current fiscal year stood at Rs 1,106 billion against target of Rs 1,166 billion. The government had already downward revised the tax collection target by Rs45 billion. The previous PML-N government had set the tax collection target for Federal Board of Revenue (FBR) at Rs4435 billion for the current financial year. However, the PTI government had downward revised the target to Rs4390 billion despite introducing additional taxation measures. The PTI government had announced mini budget worth of Rs178 billion in mid September to enhance the tax collection.
However, the FBR is struggling to achieve its target despite mini budget and rupee depreciation against dollar. The International Monetary Fund (IMF) had recently showed dissatisfaction over the tax collection of the FBR. The Fund, during ongoing talks for new loan programme, has asked the Pakistanis authorities to enhance the tax collection by Rs70 to Rs100 billion for the ongoing fiscal year. The IMF has recommended the government to increase the tax rates and issue notices to non-taxpayers to increase the tax collection of the country.
The FBR has transferred one officers of BS-21, 14 officers of BS-20, two officers of BS-19 and one officer from each BS-18 and BS-17. According to the notification issued here, Shah Bano G.M Khan (Inland Revenue Service/BS-21) is posted and transferred to Director General, (IOCO) Federal Board of Revenue (Hq), Islamabad from stationed at Karachi from Commissioner, (IP/TFD/HRM) Large Taxpayers Unit Karachi.
Dr Shafquat Hussain Kehar (Inland Revenue Service/BS-20) is posted and transferred to Commissioner Inland Revenue (Zone-I) Large Taxpayers Unit, Karachi from Commissioner, (Zone-I) Regional Tax Office, Hyderabad. Shamsuddin Qazi (Inland Revenue Service/BS-20) is posted and transferred to Commissioner Inland Revenue (Zone-V) Large Taxpayers Unit, Karachi from Commissioner, (Zone-II) Large Taxpayers Unit-II Karachi.
Ms Shazia Abid (Inland Revenue Service/BS-20) is posted and transferred as Commissioner Inland Revenue (Zone-IV) Large Taxpayers Unit, Karachi from Commissioner, (Zone-V) Corporate Regional Tax Office Karachi. Muhammad Azhar Ansari (Inland Revenue Service/BS-20) is posted and transferred Commissioner Inland Revenue (Zone-III) Large Taxpayers Unit-II Karachi from Commissioner, (Zone-II) Regional Tax Office Quetta.
Zahoor Ahmad Panwar (Inland Revenue Service/BS-20) is posted and transferred as Commissioner Inland Revenue (Zone-IV) Large Taxpayers Unit-II Karachi from Commissioner, (Zone-III) Large Taxpayers Unit-II Karachi.
Hina Akram (Inland Revenue Service/BS-20) is posted and transferred as Commissioner Inland Revenue (HRM) Large Taxpayers Unit-II Karachi from Commissioner, (Zone-IV) Large Taxpayers Unit Karachi. Muhammad Yasir Pirzada (Inland Revenue Service/BS-20) is posted and transferred as Commissioner Inland Revenue (Zone-II) Large Taxpayers Unit Lahore from Commissioner, (AEOI Zone) Large Taxpayers Unit Lahore.
Ms. Asma Aftab (Inland Revenue Service/BS-20) is posted and transferred as Commissioner Inland Revenue (HRM) Corporate Regional Tax Office Karachi from Commissioner, (Zone-V) Large Taxpayers Unit, Karachi.
Qazi Hifzur Rehman (Inland Revenue Service/BS-20) is posted and transferred as Commissioner Inland Revenue (Zone-II) Large Taxpayers Unit, Karachi from Commissioner, (Zone-IV) Large Taxpayers Unit-II Karachi. Hasnain Brohi (Inland Revenue Service/BS-20) is posted and transferred as Commissioner Inland Revenue (Zone-I) Regional Tax Office III, Karachi from Commissioner, (Zone-II) Large Taxpayers Unit Karachi.
Syed Shakeel Ahmad (Inland Revenue Service/BS-20) is posted and transferred as Commissioner Inland Revenue (Zone-II) Large Taxpayers Unit-II Karachi from Commissioner, (Zone-II) Large Taxpayers Unit, Lahore. Similarly, officers of BS-19, BS-18 and BS-17 were also transferred.
