LAHORE - Secretary School Education Department Punjab Muhammad Aslam Kamboh has banned all inter-provincial transfers of teachers on deputation basis and directed all the DCOs and EDOs (Education) not to issue the NOC in this regard. This decision has been made due to difference of pay scales and academic qualification of teachers of Punjab and other areas. According to circular issued by Secretary School Education: As per rules, a person in the service of an autonomous or semi autonomous organisation, federal government or other provinces, and possess minimum qualification, experience, or comparable length of service prescribed for the post, shall be eligible for appointment to the said post on deputation. The deputation will be for a period of three years at a time, on such terms and conditions sanctioned by the govt in consultation with the lending organisation. Further, Deputation Policy 1998 is applicable only for officers/officials who work on deputation against some posts in autonomous bodies of Punjab. The circular reveals the present practice of granting deputation for periods longer than three years is not coordinated with the Deputation Policy and is creating distortions in the teaching cadre of Punjab because Punjab govt has upgraded the posts of teaching cadre. After rationalisation process, a considerable number of teachers/employees have become surplus due to which Punjab School Edu Dept do not require the services of teachers appointed on deputation from federal govt or other provinces. Salaries of the deputation staff will be drawn to verification of his/her documents, service book, last pay certificate & appointment orders from the concerned agency. Deputationists shall automatically be treated as repatriated after completion of normal or extended period of their deputation and any delay on the part of deputationist in reporting back to his parent department shall be considered as an absence from duty.
