Inexperienced officers affecting performance

LAHORE Postings of some inexperienced assistant directors as deputy directors in most important sections of Lahore Development Authority are creating troubles in smooth functioning of the Authority, sources informed TheNation. They said that the higher authorities are still silent on their performance and are not ready to take any action against them despite knowing irregularities in the department on part of such junior officers. The sources referring a case in this regard said that a contract officer of grade 17 Khurram Saddiqui, working as Deputy Director forwarded a case of Deputy Director Tariq Mehmood of earned leave for one year to higher authorities of LDA for approval while director admin sent such files to Additional Director Headquarter Hafiz Ehsanuddin for further approval. However, Additional Director Hafiz Ehsan got confused after reading such a detailed note for the approval of leave, received from Khurram Saddiqui, who was recruited for three years on contract through National Testing Service in June 2009. On receiving such file, the Additional Director not only taunted such deputy director, working as deputy director from last year but also sought written clarification from him for giving strict remarks against him on the file, they added. He remarked in his report that explanation of deputy director (admin I) for moving the case without indicating how the 365 days earned leave shall be treated under the relevant provision of the prevailing leave rules. Whether, the whole period will be on full pay or without pay or partly with or without pay. The young man has got the slot of deputy director too early in his career and does not even bother to either go through or refer to the relevant rules, which is unbecoming of an officer, holding such an important position in the directorate of administration, the sources added. Whereas posting of junior officers of assistant director ranks on such important seats in the department vilify LDA through an incident of building collapse during operation against illegal constructions in Board of Revenue Society, they said, adding that a senior officer of LDA had already warned from doing any work in haste but such inexperienced assistant directors ordered to continue work which resulted claimed lives of four labourers. The sources said the higher authorities, before ending the time of contracts of the assistant directors, started promoting them by replacing senior officials and such practice is continued on part of the authorities concerned without any check. It is pertinent to mention here that LDA recruited 46 assistant directors on contract basis in June 2009 for three years who passed written examinations but matter of their interviews still is a question mark.
