Islamabad - An intriguing situation arose on Tuesday when the National Assembly Secretariat announced to have received the resignation of MNA Rana Muhammad Qasim Noon bearing the date of April 9, 2018, but questioned his participation in the meeting of the National Assembly Standing Committee on Rules of Procedure and Privileges as its chairman.

The issue was highlighted by National Assembly Speaker Sardar Ayaz Sadiq, who through his spokesman, reprimanded MNA Noon for his participation in the meeting.

“Receiving any perks or participating in any business of National Assembly after submitting resignation is the violation of Assembly rules and procedures,” Sadiq said in a press release.

Noon is one of the six MNAs from the Pakistan Muslim League-Nawaz, who last week announced parting ways with the ruling party.

The situation became more puzzling when the committee’s press release said that MNA Noon resigned from the chairmanship of the committee.

“At the end, Rana Muhammad Qasim Noon, Chairman Standing Committee announced resignation from the Chairmanship of the Committee,” said a handout.

On query, officials clarified that the resignation was from the National Assembly seat and it was received by hand and not by courier on Tuesday, but an earlier date was mentioned on the resignation.

To make things further intricate, the NA speaker in another handout said that of MNAs Dr Ramesh Kumar Vankvani, Chaudhry Bilal Ahmed Virk, Bhawan Das, Makhdum Khusro Bakhtyar, Tahir Bashir Cheema, Rana Muhammad Qasim Noon, Makhdoomzada Basit Bokhari and Rana Umer Nazir Khan, only Khusro Bakhtyar, Tahir Cheema and Makhdoomzada Bokhari have sent their resignations to the speaker — who had invited them to verify the genuineness and voluntary character of their resignations on April 16 — but they did not turn up. The MNAs have again been invited to the speaker’s office on April 20 for verification of their resignations. The statement said that the other five MNAs have not yet sent their resignations to the National Assembly speaker.

Why the speaker was furious over MNA Noon for participating in the standing committee if his resignation has not been accepted yet.

Insiders claim that the speaker’s statement was merely a grudge against MNA Noon, who is believed to join the PTI sooner or later.

They claim that the MNA submitted his resignation after attending the standing committee meeting, which makes the proceedings of the meeting very legal.

Earlier, under the chair MNA Noon, the NA Standing Committee on Rules and Procedures considered an amendment moved by MNA Dr Nafisa Shah in Rule 122 and 244 of Rules of Procedure and Conduct of Business in the National Assembly 2007 and recommended to approve the amendment.

It also considered an amendment moved by MNA Muhammad Muzammil Qureshi in Rule 69, sub-rule (1) of Rule 158 and Omission of Rule 250 of the Rules of Procedure and Conduct of Business in the National Assembly 2007. The committee recommended to dispose of the amendment in Rule 69, (1) while, the amendments in Rule 158 and 250 were referred to the Ministry of Law and Justice for vetting. 

The amendment moved by MNA Naeema Kishwer Khan in rules 66 and 224 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007 were taken up and the committee recommended to approve in Rule 66 while Rule 224 was disposed of.

The amendment moved by MNA Naeema Kishwar in Rule 48 of the Rules of Procedure and Conduct of Business in the National Assembly 2007 were deferred for further discussion.

The meeting appointed a committee under the convenorship of secretary Ministry of Interior and Inspector General of Police of all the provinces including home secretaries to formulate Standard Operational Procedure for the deployment of police personnel with parliamentarians and others. 

The committee considered the matter regarding the provision of the medical facility to dependents/parents of members of the National Assembly (Amendment to be made in the Members of the Parliament (Salaries & Allowances) Act, 1974, referred by the Finance Committee of the National Assembly and deferred it for further discussion.

The committee considered the Question of Privileges raised by MNA Mir Aijaz Hussain Jakhrani regarding disrespecting/abusing the authority of the Chair and sanctity of the Sub-Committee of the Standing Committee on Ports and Shipping by Muhammad Salman Khan Baloch, MNA and deferred it for further discussion.

The committee considered the amendment moved by MNA Shazia Marri in sub-rule (1) of rule 200, rule 206, sub-rule (1) of rule 208, rule 210, rule 212, sub-rule 244A, 244B and 244C of the Rules of Procedure and Conduct of Business in National Assembly, 2007 and deferred it for further discussion.
