ISLAMABAD - Chief Justice of Pakistan Anwar Zaheer Jamali on Wednesday took a suo motu notice of the illegal appointments in the National Accountability Bureau.

The CJP took notice on an anonymous letter but contains full detail of the persons, who are illegally brought in the NAB from military, PAF and the Punjab government.

The chief justice has directed the office to register it under Article 184 (3) of constitution and fix the case in the last week of August. The notices were issued to chairman NAB and Attorney General for Pakistan.

The letter informed that several illegalities in appointments have been made within NAB, which have allowed since its inception. It said the NAB’s service laws are governed primarily by Section-28 of National Accountability Ordinance (NAO) 1999, which clearly excludes services of NAB’s officers from civil service law prevalent in the federation and the provinces.

The NAB’s Terms and Conditions were framed in 2002 to further protect the service on the lines as deemed by the chairman.

The NAB’s service provisions apparently seem to be in direct contravention with basic service structure and scheme of laws in vogue. The Supreme Court has adjudicated upon host of issues in service laws and their implementation throughout the country, particularly in Sindh province, while appointment in NAB never came under its legal scrutiny.

According to the letter, which is available with The Nation, out of total 32 officers in BPS-20 and BPS-21 about 16 senior officers had joined NAB on deputation. They were later absorbed and were given ante-dated seniority and promotions. Majority of officers are now posted as Director Generals at Regional Headquarters of NAB, while innumerable officers in BPS-19 are working as directors, heading Investigation Wings in the NAB.

Col (Retd) Siraj-ul-Naeem is currently serving as DG NAB, Karachi. He was brought from military service in 1999 on deputation for three years. However, he was illegally absorbed and given ante-date seniority in NAB, counting his military service therefore he reached to BPS-20 in NAB.

Maj (Retd) Shehzad Saleem, currently serving as DG NAB KP, had joined the NAB in 1999. He was also brought from active military service on eputation for three years. He was also not only absorbed in NAB but given ante-dated seniority therefore reached to BPS-20 in NAB. Brig (Retd) Hadeed, currently serving as Director Monitoring and Evaluation, also joined NAB on deputation and then was absorbed and given ante-date seniority, illegal promotion and illegal extension. On completion of his service in military and civil he refused to retire and now hired on contract basis, which is renewed every year automatically.

Maj (Retd) Tariq Mehmood Malik is DG NAB Balochistan on OPS. He was also illegally absorbed and given ante-dated seniority. Major (Retd) Syed Burhan is serving as DG on OPS. He too was absorbed and got illegal promotion. There is a case against him pending in the apex court against his illegal appointment besides that he is holding the position.

Major (Retd) Masood Ahmed Lodhi was also brought from military service on deputation and then absorbed in the NAB and also given illegal promotions. He is currently serving as DG NAB Headquarters, Islamabad. Major (Retd) Shabeer Ahmed is serving as Director in NAB Sindh. He was also brought from military service and illegally absorbed. He is only BSc in war strategies and completed NDU course, and ready to get promotion in BPS-21.

Squadron Leader Karmat is serving as DG. He was absorbed in NAB after his deputation from Pakistan Air Force. His experience, training and expertise has no relevance the job he is doing in NAB. Squadron Leader Irshad ul Haq also joined NAB on deputation from PAF. He also does not have any relevant experience need in NAB.

Col (Retd) Subah Sadiq was also illegally absorbed. He was DG NAB, Rawalpindi but has retired recently. Similarly, Col (Retd) Shehzad Anwar Bhatti, who was also absorbed in NAB, has retired recently. Squadron Leader (Retd) Tariq Nadeem Bhatti has no experience of investigation but was illegally absorbed from PAF. He illegally got promotion in his NAB service. Currently he is DG NAB, Multan. Capt (retd) Farrukh is currently serving as Director at NAB Headquarters, Lahore. He was absorbed in NAB in 2002 and awarded illegal promotions.

Amir Shah and Syed Muhammad Hussain were on deputation from the Punjab government. They also absorbed and got ante-date seniority. They are additional directors in NAB. Abdul Hafeez Siddiqui is in BPS-19 and

serving on OPS as Director at NAB, Balochistan. Muhammad Salim is additional director in BPS-19 and serving on OPS as Director NAB, KP. Altaf Bawani is currently serving as DG NAB Sukkar. He was appointed in BPS-18 in 2009 and in unprecedented manner was blessed with BPS-21 within six years service in NAB.

Nawazish Ali Asim, a deputationist from Capital Development Authority has been enjoying position of Director Media in NAB. Despite several charges of corruption he couldn’t be removed nor proceeded against.
