PHA fears revolt against new ADG

LAHORE - The Parks and Horticulture Authority (PHA) fears revolt against recently posted additional director general in sheer violation of rules by Punjab government. The high-ranked officials including grade 19 officers working as Director (Planning and Development), Director (Marketing), Director (Finance), Director (Monitoring and Operation), Director (Engineering) are still in shock over the posting of Waqar Hussain Chaudhry, a grade 18 officer, working as additional direction general in PHA. How it could be possible that Waqar Hussain Chaudhry, who is a PCS officer, will rule over CSP officers, an officer seeking anonymity told The Nation. He said the posting could be equated with putting cart before the horse, saying if move was not reversed, there could be a fierce uprising. He said there was great resentment among the staff, and it was hard for them to digest the irregularity. He said a good number of officers also held a crucial meeting with new PHA DG Abdul Jabbar Shaheen on Saturday. Aggrieved officers informed the DG about their concern and outrage. Another officer said that Waqar Ch, previously working as deputy secretary, had been in jailed for more than a year in connection with a narcotic case. While in jail his trial continued. However, the court acquitted him of heroine smuggling charges, the officer added. Sources in PHA revealed that he was posted when PHA DG Abdul Jabbar Shaheen was on official leave for a week. Former ADG Ashraf Yousafi, who was acting as Director General in the absence of PHA DG, had played an important role in his posting, sources said adding, new PHA DG was not taken into confidence regarding the move. Sources further said the post of additional director general in PHA remained controversial since its creation in 2009. The fact, which makes the post incompatible in the strata of PHA is that all ADGs, Mr Javed, Ashraf Yousafi and Waqar Hussain Chaudhry belonged to 18 grades. The Punjab government did not think about posting an officer as ADG of grade 19 or more to dictate a number of grade 19 officers and juniors have been appointed to rule over seniors. It may be recalled that some months back, 11 senior officers, who gave their sweat and blood for the creation of PHA, resisted the posting of former ADG Ashraf Yousafi. In order to clamp down their protest, these officers including Misbaul Hassan, Izhar Ahmed Khan, Ahmer Malik, Sohail Bhatti were transferred to housing department. While Tahir Ijaz, Zaghar Sulehriya and Asif Zaheer were made OSD. Sources said that creation of ADG post since the time of its birth remained cause of a rift among the officers in PHA that affected he overall performance of the authority. Sources said PHA had been facing deficit of Rs 700 million after creation of the post in the PHA hierarchy. The corruption also reared their ugly head during the tenure of three ADGs. Recent Rs30 million work of laying down cables of mobile towers and converting greenbelts into cemented pavements without official contract or approval by the competent authority was a new version of corruption. As many as seven construction works under Model Road Project costing Rs2.2 million were awarded to different firms bypassing the open biding and pre-qualification process. The mafia also delayed much-hyped action plan to transform the provincial capital into a city of gardens despite allocation of Rs243 million for the implementation of the plan. Implementation of renovation plan on two big parks spreading over 1,000 kanal in Johar Town and 480 kanal along River Ravi had also been put on the backburner.
