ISLAMABAD  - It is a good omen that Benazir Income Support Programme (BISP), which is supporting the needy financially, is meeting its set targets with the passage of time.

However, a story titled “BISP may miss IMF-set targets” published in a section of press could not depict its true picture.

The fact is that unconditional cash transfer target for third quarter is 4.25 million beneficiary families and BISP has already generated payment for more than 4.3 million families and it is expected that by the end of current quarter this number would reach to almost 4.4 million. It is evident that BISP has already achieved the target for third quarter prior to the end of quarter.

It is pertinent to mention here that there are two targets set by IMF for BISP: coverage target refers to beneficiaries having CNIC while the payment target refers to beneficiaries having any of the electronic modes of payment, making it possible for them to receive quarterly payments of unconditional cash transfer. The targets mentioned in the said report for transfer of unconditional cash transfer are in fact the coverage targets. Originally, BISP had to ensure the coverage of at least 4.90, 5.0, 5.35 and 5.70 million people across the country in 1st, 2nd, 3rd and 4th quarter respectively. BISP has, so far, achieved first two quarters coverage target and is likely to achieve targets for the current and last quarter owing to the fact that a robust mobilisation campaign has been launched by BISP and all the regional offices have been given monthly targets to ensure issuance of CNIC in districts where number of beneficiaries without CNIC is high.

Second, the targets to make unconditional cash transfer to eligible beneficiaries were originally 4.06, 4.16, 4.66 and 5.21 million people across the country in 1st, 2nd, 3rd and 4th quarters respectively.

, which were revised to 4.06, 4.16, 4.25 and 4.47 million beneficiaries during the last IMF spring meetings in Dubai. Modern tools like Smart Card, Mobile-Phone Banking and Debit Cards have been introduced for speedy, transparent and efficient payment delivery.
