LAHORE - Punjab government has constituted monitoring and facilitating teams at the district level to monitor wheat procurement campaign and ensure implementation of farmer-friendly policies of the government. The teams shall check availability of Bardana and PP bags at the wheat procurement centers in their respective areas of responsibility and shall ensure that there is no shortage of Bardana and PP bags in each center. The teams will ascertain the wheat stock position and wheat stock storage capacity in their respective areas and indicate forthwith any shortcomings or difficulties to the quarters concerned and ensure that remedial measures are taken without any delay. The teams will further ensure that wheat is procured after carrying out verification of 'Fard Gidawari and the wheat taken to the procurement centre is unloaded within stipulated five hours time period at wheat procurement centers. The teams will also check that the facilities like shelter/ shade, drinking water, sifting arrangement etc are provided to the growers by the concerned market committee and traffic police is available at procurement centers to streamline the queues of vehicles and to ensure the token system for first come first served basis. The monitoring and facilitation teams will check that all important telephone numbers as well as toll free numbers of departments are displayed at prominent places and the procured wheat is physically available in the godowns/ gungies as per GP-5. The teams will further ensure that no extra money is being demanded from the growers under the garb of 'labour charges. The teams will identify non-functional weigh bridges in their respective areas of responsibility and would suggest immediate corrective measures to the concerned authorities for their proper functioning. The teams will also be responsible for indicating the absenteeism shortage or lapses, if any, on the part of food and revenue department to the high-ups. The teams will monitor the progress of retrieval of Bardana from the Arhties and number of cases registered against those involved in illegal practices and hoarding. Furthermore, the teams will ensure that farmers do not sell their wheat in the open market below Rs 925 and if they are somehow forced to, the team would make sure that the wheat is taken to the procurement centers immediately and the farmers get the proper price. The teams will make it sure that proper steps are taken for wide publicity of the pro-farmer measures taken by the government for wheat procurement. The teams will also liaise with the management of banks to simplify the cumbersome payment procedures to the farmers and submit report on daily basis to the Punjab Chief Secretary, containing therein their observations on the afore-stated issues and would come up with solid recommendations to address any shortcoming thereof.
