The ills mentioned by Hashim Abro in his above titled letter are because of lack of storage capacity on our rivers. 88 percent of the river flow takes place in the three flood months and brings about disastrous floods. Only 12 percent of the flow takes place in the remaining nine months and brings about droughts. Also the reduced flow in the canals increases pollution and brings about diseases. It is only by increasing storage capacity on our rivers that the floods, droughts and diseases can be minimized. Kalabagh Dam can do the needful in five years but Bhasha Dam will be too little too late, at best a replacement for Mangla and Tarbela dams which will have lost considerable capacity for storage and generation by the time it is built in 15 years
