The glimpses of a huge screen in Qurban Lines, which was claimed as one of the biggest screen in any police establishment of the world so far, presented the look of some developed country. It was a big day for the citizens of Lahore as Punjab CM, Shehbaz Sharif, inaugurated the state of the art Punjab Police Integrated Command and Control Center (PPIC3) under Safe City project at Qurban Lines. First phase of Punjab Safe City Project, one of its own kinds, has been completed in Lahore. However, it will soon start in six big cities of Punjab including Gujranwala, Rawalpindi, Bahawalpur, Sargodha, Multan and Faisalabad and will be completed at the end of 2017.

The project envisions a safe environment for the people by equipping police with state of the art technology. The project has been completed with the collaboration of Chinese company, Huawei in record time. The project will usher in new police culture. It will enable police to ensure timely response and help in crime prevention.

The PPIC3 center is equipped with the latest technology including Geographic Information System (GIS), close circuit television system, crime record management system, automatic number plate recognition system, special command vehicle, UAV (Unmanned aerial vehicle,) LTE-A Communication system and other technology. State of the art technology will be used for the surveillance of public places, intersections, highways and important buildings.  A big screen has been installed in command and control center under this project, which is the biggest screen of Asia. Traffic system will also improve with centralised signal control management which will ensure smooth and safe flow of traffic.

Safe City Project is a milestone in highly technological crime control system. It is four times bigger than the Islamabad Safe City Project. Around 8000 of the latest CCTV cameras have been installed under this project. The CCTV cameras installed in markets and shops will also be linked with control command system.

It is envisioned that through the establishment of highly integrated control and command system, approximately 20 percent reduction of crimes such as rioting, destruction of public and private property, 20-30 percent of vehicular crimes and 15-20 percent reduction in crimes such as house burglary, robbery and street crime will be achieved in five years of operation. The police response time will be reduced to from currently 20 minutes to 12 minutes thus bringing it on a par with international standard. Traffic system will be effectively and systematically managed and monitored. Violations would be recorded on video and fine would be dispatched to the mailing address of lawbreaker electronically.

The Safe City Project has created job opportunities for male and females in addition to converting the traditional crime control system in to an advanced one. For each PPIC3, there are 500 posts generated for both men and women who have degree in IT technology.

The visionary, Walt Disney said, “You can design and create, and build the most wonderful place in the world. But it takes people to make the dream a reality.” There is no doubt that the Punjab government has built a huge infra structure of Punjab Police Integrated Command and Control Center but it will be testified when this will start yielding result and prove effective in controlling crime.
