Court summons VC with exam record

LAHORE - Justice Ijazul Hassan of the Lahore High Court (LHC) on Thursday ordered the Punjab University Vice-Chancellor to produce the complete result of Master of Philosophy (MPhil) exams held by the Institute of Communication Studies (ICS) within 15 days on a petition challenging result on the ground of illegality committed by former ICS Director Dr Mugheesud Din Sheikh, now serving as head of the ICS. Former Chairman PU Mass Communication Department Shafique Jalandhri and a student Ashfaq Bhutta through their counsel Sheikh Javed Rashid pleaded that two lecturers namely Naveed Iqbal Chaudhry and Shafique Ahmed Kambo (both were also students of MPhil as well) appeared in the exams held for 2006-08 session but were declared failed. The petitioner Ashfaq Bhutta also appeared in that exams but failed to pass it. The petitioners said that both lecturers were closely associated with Dr Mughees, who allowed them to re-appear in next exams under the rule of re-sit. The petitioners said that only those candidates could be granted permission under re-sit rule, who were unable to appear in first exams due to unavoidable circumstance that did not happen in case of the said lecturers. Moreover, petitioner Ashfaq was not given chance to re-sit in the exams. They also pointed out that Dr Mughees also appointed examiners of his choice and later both failed students were declared passed. The petitioners said that VC took notice of this illegality and withheld pass notification of both lecturers and ordered an inquiry into the incident. Later this inquiry was also stopped due to reasons better known to the VC. The petitioners counsel argued that Dr Mugheess act was not only the violation of University rules, but was also infringement of fundamental rights enshrined in the Constitution. Arrest warrants of ex-chairman Zila Council issued The Lahore High Court (LHC) here Thursday issued arrest warrants of former MNA and ex-chairman Zila Council Lahore Chaudhry Zulfiqar Ali as he failed to appear before the court even after repeated notices were issued to him for his personal appearance. The court directed SSP (Operation) Lahore to produce him before the court on September 24. Justice Mian Saqib Nisar passed this order while hearing the appeal of National Accountability Bureau against acquittal order of an accountability court. An accountability court had acquitted him under National Reconciliation Ordinance from a reference of corruption and misuse of authority as Zila Council Chairman. The NAB, however, challenged the decision before the LHC. The court had issued notices to him time and again but he failed to make appearance. The court taking notice of his disobedience to courts orders has issued his arrest warrants for September 24 and directed SSP to produce him before the court on next date of hearing.
