ISLAMABAD The Federal Government assured the Supreme Court on Friday that its verdict against the promotion of over 54 grade-21 officers to grade-22 would be implemented in letter and spirit. The Chief Justice of Pakistan Iftikhar Muhammad Chaudhry observed that complaints about non-implementation of the Supreme Court verdicts were being increased day by day. He, however, warned that Courts verdicts should not be ridiculed. A three-member bench comprising Chief Justice Iftikhar Muhammad Ch, Justice Tariq Pervaiz and Justice Ghulam Rabbani was hearing a suo moto case initiated on reports of non-implementation of the apex courts decisions by the Government. During the hearing, Secretary Establishment Division Ismail Qureshi informed the Court that the Government had implemented four out of five points of the April 28 judgement in bureaucrats promotion case. He said the new notification for demotion of the promoted bureaucrats would be issued soon. After assurances made by the Secretary Establishment and Attorney General for Pakistan Moulvi Anwar-ul-Haq about the true implementation of the apex courts verdict in bureaucrats promotion case, the Court disposed of the matter. It is pertinent to mention here that the Court had issued judgement against the promotion of 54 grade-21 officers to grade-22 without merit on April 28, 2010. The Court had ordered the Government to demote these officers from the date they were promoted but the Government did not issue notification regarding demotion of these officers from the exact date. The Prime Minister had reshuffled almost the entire top brass of the bureaucracy on September 4 last year, replacing over a dozen federal secretaries and announcing changes in several ministries by promoting civil servants to grade-22 keeping aside the merit. Meanwhile, the same bench of the Supreme Court has ordered the President National Bank of Pakistan to submit written reply on Monday (September 20) for not implementing the Courts order regarding payment of provident fund to NBP retired employees.
