LAHORE - Although the overall crime rate has decreased in Civil Lines Police Division, the incidents of murder, robbery and motorcycle snatching have increased during last two and half months of the current year. 

According to the divisional crime chart, 233 cases of murder, attempted-murder, kidnapping for ransom, robbery-cum-murder and theft of motor vehicles were registered in first 75 days of the current year whereas around 270 such cases were lodged in the corresponding period of last year.

Out of total six police divisions of the Punjab Capital, Civil Lines Division covers the territorial jurisdiction of 11 police stations. It is smallest in terms of population and territory but contains numerous sensitive installations and government buildings. According to detail, the territorial division of the Civil Lines includes Punjab Assembly building, Governor House, Chief Minister Office, LCCI building, Wapda House, IG & AG Offices, CCPO Office, GPO building, Qila Gujjar Singh Police Lines, leading hotels on Mall Road, PIA Booking Office, Punjab Transport Authority Office, BISE building, Sir Ganga Ram Hospital, over 150 banks and other sensitive installations which need continuous security duty by the divisional SP.

Official statistics show that 52 brothel houses, 134 gambling dens and several drugs peddling dens are operating in different nooks and corners of the division. According to a senior police officer, two DSPs and some lower-rank officers patronized the gambling dens. He further accused the CCPO and DIG (Operations) of knowing about the gambling dens and brothels.

It is to be noted that former SHO Race Course Police Station Taimour Malik was arrested along with 37 anti-social elements in objectionable condition as the Old Anarkali police raided the Seven Star guesthouse-cum-brothel owned by APML Lahore Chapter President Ghulam Mohayuddin on December 10, 2011.

The circumstantial evidences and reported crimes show that the incidents of motorbikes snatching are on rise in Civil Lines and Mozang police stations. Similarly, the ratio of street crimes and robberies is increasing in Mughalpura, Shalimar and Gujjarpura Police precincts and Lytton Road Police Station is confronting gangs involved in house robberies especially in uncovered areas.

In an attempt to control crime, the divisional SP has ordered DSP concerned to establish a special police camp on Shalimar Link Road where police contingents would be available for emergency response. Likewise, nine people were killed during last 75 days with an increase of three incidents compared to the corresponding period of 2011. 63 incidents were reported in the current year whereas only 54 such acts were registered last year. The statistics further reveal that 12 motorbikes and 29 cars were snatched this year in the limits of Civil Lines while only 5 motorcycles and 21 cars were robbed last year. However, a reasonable decrease in motorcycles theft was noticed this year as only 90 motorbikes were theft during last two and half months while 146 were theft in 2011. It is to be noted that the incidents of dacoity, attempted-murder, kidnapping for ransom, robbery with murder, vehicle snatching have decreased in Civil Lines Division.

Civil Lines Division SP (Operations) Omer Saeed Malik told The Nation that street crime was decreasing due to effective motorcycles patrolling. “We have implemented neighbourhood watch security system, started community policing and have installed CCTV cameras to reduce theft cases,” he said, adding the managers and security guards of over 150 banks were educated about the modern security measures to guard the banks. Omer Saeed further said that in order to educate students and general public, special awareness campaigns were also launched in the past.
