TOULOUSE (Reuters) - North Korea's top envoy in France slammed US policy towards the reclusive country on Friday, accusing Washington of dictating conditions for a resumption of negotiations to end its nuclear programme. The United States ended two days of talks with North Korea at the end of 0ctober sounding upbeat on an eventual return to wider talks to end Pyongyang's atomic programmes. "All the instability in our country comes from the United States," Yun Yong Il, the country's ambassador to UNESCO said in a rare public address by a North Korean official. "Our misfortune comes from US foreign policy towards us."
