Involved officials dismissed

LAHORE - In view of fraudulent appointment of bogus doctors, tempering with the record, fake appointments and promotions and receipt of salaries through deceit, the Punjab government in response to the instructions of Chief Minister Muhammad Shahbaz Sharif has issued orders for suspension and removal from service of all the officials concerned. Moreover, instructions have also been issued for registering cases under anti-corruption against the offenders. In the light of these orders, Medical Superintendent DHQ Hospital Rawalpindi Dr Khalid Iqbal Malik, Director Finance Muhammad Rashid, Dr Bilal Arshad Butt, Allauddin, Salahuddin and Naseeruddin have been arrested while the police are searching for other accused. Those against whom orders have been issued for action also include medical superintendent, director Finance and accounts officer along with nine doctors. According to details, the medical superintendent DHQ Hospital Rawalpindi sent the names of Maryam Waqar, Syed Naseeruddin, Syed Salahuddin, Mubeen Akhtar, Syed Allauddin, Bilal Butt, Rifat Shaheen and Romana Malik with the recommendation for their appointment against regular posts of doctors. It was in the knowledge of the medical superintendent that some of these persons had bogus degrees while all those persons had not been working on contract basis in the hospital. During investigation it was revealed one of them, Allauddin, had applied for admission in dispenser course in 2007 but his application was rejected as he had a fake matriculation certificate. Similarly, the names of Maryam Waqar and Mobeen Akhtar were also sent to the Health Department for regularisation despite the fact that they had not served in the hospital on contract basis as doctors even for a single day. Notification from the Health Department was got issued by showing Rifat Shaheen as WMO on contract whereas according to the record she had been serving at the DHQ Hospital Rawalpindi as Charge Nurse up to 29 May 2009. Rifat Shaheen is the wife of Head Clerk of the Hospital Muhammad Irfan who is an important character in the fraud case. Romana Maliks case is even more interesting as she had not even applied for any post in the hospital and in spite of this her salaries were released from the treasury through fraudulent means and when this matter came to the notice, these salaries were returned. Romana Akhtar was regularised by the department at the verification of the medical superintendent. Similarly, Dr Bilal Arshad received salaries from the federal government and DHQ Hospital simultaneously and he also got a sum of Rs 3,24,244 through forgery from the said hospital. Those against whom Punjab government on the instructions of Punjab Chief Minister has ordered disciplinary action, removal from service and registration of cases for forgery, fraud and loss to national exchequer include Syed Naseeruddin, Syed Salahuddin, Mubeen Malik, Syed Allahuddin, Rifat Shaheen, Maryam Waqar, Romana Malik, Bilal Arshad Butt, MS Khalid Iqbal Malik, Director Finance Muhammad Rashid, accounts officer Asif Ayub and Head Clerk Muhammad Irfan.
