Law Minister Babar Awan on Sunday stated that Punjab is the only province in which the Cabinet is incomplete. Speaking to the media in Rawalpindi, Awan said that Punjab administrators were working unlawfully and they either needed to be removed or brought to justice. Awan said that Punjab carried 60 per cent of the country's population and that it was turning into a 'police' state. He said that the government was obeying all Supreme Court orders and that the country had high hopes from the Parliament and no changes would occur before 2013. He said that if PML-N Chief Nawaz Sharif wanted to change aspects of the Parliament, then it was important for him to become a part of the Parliament first.
