CADD dodges NA speaker’s wrath against CDA officers

CADD took action against two members of CDA board but next day withdrew respective orders

Islamabad - Two officers of the Capital Development Authority faced the wrath of Speaker National Assembly Ayaz Sadiq for not properly responding to the House business but escaped punitive action as the notifications to suspend them were withdrawn by the authorities the next day.

The speaker had asked for immediate suspension of CDA Member (Administration) Yasir Pirzada and Member Engineering Asad Kiani ‘over lapse in attending to parliamentary business by the CDA’.

The Capital Administration and Development Division (CADD) acted on the NA speaker’s directives but also withdrew the notifications of suspension of the two members the next day.

According to the details, the speaker NA had on December 18 remarked that the CDA had failed to properly respond to the NA business (starred/un-starred questions/resolutions/motions/briefs for standing committee). The speaker had desired immediate suspension of the concerned members of the CDA.

In CADD’s opinion, as coordination of NA business was responsibility of the member administration Yasir Pirzada, a BPS-20 officer, the Cabinet Secretariat sought immediate suspension of the member under intimation to the CADD and the speaker NA.

The CADD also wrote a letter to the FBR, parent organisation of Pirzada, regarding initiation of disciplinary action to suspend him.

The CADD the same day issued a notification, suspending Asad Kiani, the CDA member engineering, under the CDA Service Regulations, 1992 with immediate effect for the same reasons. The officer is also looking after the responsibilities of member planning and chief metropolitan officer.

However, the next day, December 19, the CADD issued another notification, withdrawing the earlier notification regarding suspension of Member Engineering Asad Kiani.

The CADD also wrote a letter to chairman FBR to intimate him that the letter dated December 18 regarding initiation of a case for suspension of Yasir Pirzada might be treated as cancelled and withdrawn. According to official sources, the speaker hah had to retreat after the officers cleared their position before the CDA high ups.

Meanwhile, in a late development, the Member Administration Yasir Pirzada issued charge sheet to the CDA Director Coordination Roshan Khan for his alleged failure to coordinate and dispose of NA business timely, sources said.

In addition, the member admin constituted a four-member enquiry committee headed by Director Revenue Abbas Mir to fix responsibility for delay in preparing answers to the questions put by the parliamentarians.
