ISLAMABAD - The Cabinet Division has turned down a request of the Capital Development Authority (CDA) where the city managers have sought legal cover for unlawful process they adopted to hire Nespak as consultant firm for the newly announced housing project, Park Enclave, on single tender basis, TheNation has learnt reliably.

The civic agency has sought one-time waiver in adopting defined rules to hire the consultant firm for its housing project, after the Cabinet Division had refused to approve the summary in this regard sent by the city managers.

“Cabinet Division has rejected the summary taking ground that Nespak was hired by CDA in sheer violation of Public Procurement Regulatory Authority (PPRA) rules. As the consultant firm was hired without inviting tenders for the process,” said an official privy to the developments. Following the lawful ground taken by the Cabinet Division, Nespak has refused to further proceed the process of evaluation of technical bids of four construction firms pre qualified by the CDA for the development of Park Enclave.

“Nespak representatives are of the view that CDA should resolve this issue at first and than they will resume the process of evaluation of technical bids,” added the official.

Four pre-qualified firms have submitted their technical bids on January 5, 2012. And CDA has announced that evaluation process of these bids would be completed till 31 January. While the date for opening of financial bids of four firms was supposed to be February 7.

“The scheduled process is delayed. Nespak has not even announced the results of evaluation of technical bids so far,” the official said. While on the other hand despite to resolve the controversies the Authority has been facing in smooth execution of the project, the city managers have announced inauguration of development work of the Park Enclave today (Monday).

Chairman Prime Minister’s Task Force on the Capital Development Authority would grace the occasion as chief guest of the ceremony; contrary to the fact his dubious task force is not mandated to undertake such activities. CDA officials are perturbed over the development, as Authority has announced the inauguration of development work without completing the essential work in this regard.

“We don’t know who would execute the developmental work of the project, as results of technical bids evaluation of pre qualified firms is yet to be announced, besides the result of financial bids.  And the contract will be awarded after carefully judging the both results,” the official said. Chairman CDA Engineer Farkhand Iqbal was tried to contact but he was not available for his comment over the issue.
