islamabad - The deputy mayor-elect Islamabad, Zishan Shah alias Shani Shah is among the 22 individuals who are involved in receiving payments directly from accounts branch of the Capital Development Authority (CDA) without presenting original affectees, says the FIA.

The Anti-Corruption Circle (ACC) of the FIA has initiated an enquiry (Enquiry no RE-06/2016 of FIA ACC Islamabad) into such payments.

“The subject enquiry has been initiated on very serious nature of allegations of corruption and corrupt practices. There is sufficient documentary evidence available on record against some officials of CDA who are involved in corruption,” said a letter written by the ACC FIA to director staff to chairman CDA on February 18, 2016. The letter also questioned the role of the ‘front men’ who received payments (on behalf of the original affectees) without presenting original affectees. “What is their (front men) role in the CDA and why they are playing the role of front man,” the FIA asked the CDA high-ups.

The FIA also sought complete particulars of the front men along with detail of payments which they received from CDA, within seven days. The FIA has sent the notice seeking relevant information under section 160 of the Cr.PC.

The CDA officials against whom FIA has documentary evidence for their involvement in corruption and corrupt practices include Deputy DG Land, Abdul Salam Shah; PA to Deputy DG Land Owais; Accounts Officer (Payment) (AOP) Nasir Qurban; AOP Saeed Qureshi; AOP Asif Razzaq; cashier Qazi Ahsan; cashier Younis; Audit Assistance Chiragh; UDC Zamurd; Tehsildar Mirza Saeed; Patwari Naveed; Deputy Director Land, Asad; Deputy Commissioner CDA, Qazi Zohaib; Deputy Director Shabbir Malik and Patwari Rashid. The FIA has summoned these officials to appear before the investigation officer on February 22, 2016 to record their statements/defence.

On the other side, the FIA has also sought particulars of the individuals and payments they received without any authority who are involved in corrupt practices.

These include Syed Mohsin Abbas Shah, resident of Moza Noon Islamabad; Raja Abdul Shakoor, resident of Rawalpindi; Zishan alias Shani Shah, resident of Shah Allah Ditta Islamabad; Zishan Kazmi, resident of I-10/4 Islamabad; Iftikhar Ahmad Number Dar moza Noon; Ameer Number Dar Moza Noon; Abdul Waheed son of Aslam moza Noon; Malik Amir, resident of Moza Noon; Nazeer Hussain Shah, resident of Moza Noon; Major Sohail Ashraf, resident of Rawalpindi; Malik Tahir, resident of Kot Kolliyan; Malik Hassan Akhtar son of Lal; Imran son of Ramzan; Raja Nawaz son of Noor Hussain; Adnan Afzal son of Meer Afzal; Amjad Iqbal son of Muhammad Iqbal; Akhtar Bokra; Adil Majeed Number Dar; Ashraf son of Hashmat; Manzoor son of Fazal Ilahi; Mulazim son of Muhammad Khan and Sohain Akhtar son of Bostan.

Sources in the CDA told The Nation that the breadth of the corruption in the authority is startling and the instant case is one of the examples. The sources said that the deputy mayor-elect Islamabad is also running an unauthorised housing society in Zone-III.

When contacted, the deputy mayor-elect said that he has never received payment from the CDA. He even denied that the name mentioned in the FIA letter was him. “He (Zishan alias Shani Shah, resident of Shah Allah Ditta Islamabad) is someone else and I have nothing to do with this scam,” he added. However, the sources in the CDA insisted that the mentioned individual is the deputy mayor-elect of Islamabad.
