Sixteen prisoners escaped from a jail in Southern Philippines midnight Wednesday, local media Philippine Daily Inquirer reported Thursday. The detainees sawed off the iron grill of their cell, tied their blankets from end to end to form a rope, and lowered themselves into a river to escape from the Cotabato City jail, Inquirer reported Thursday. One of the escapees, however, was captured at 1 a.m. Thursday by a member of the neighborhood watch in a nearby village. The city jail, located on Shariff Kabunsuan Boulevard beside the Rio Grande de Mindanao, is over-populated, Cotabato City Mayor Japal Guiani Jr. said. Guiani said he has already ordered an investigation over the incident.
