LAHORE-The impact of the clash between the Treasury and the Opposition which ensued after Chief Minister Punjab’s appearance in the Assembly on Tuesday, was also felt in the House even after his departure.

As a consequence, the Treasury could not get approval from the House of any of the ‘demands for grants’ placed on the list of Assembly business for Tuesday.

As the House resumed its proceeding at 1:45 pm after half an hour break, the Opposition and the Treasury recreated the unpleasant atmosphere they had been through prior to the break. The Opposition members- Ch Zaheeruddin Ahmad, Seemal Kamran, Samina Khawar Hayat and Tahir Mehmood Hundli- grilled the Punjab government while speaking on their cut motion seeking drastic cut in the budget (Rs 61.508 billion) allocated to police department. The PML-N ladies on the treasury benches interrupted the speeches by Seemal Kamran and Samina Khawar Hayat to avenge the disruption caused by the two during chief minister’s address to the Assembly in the afternoon.

A female legislator from the PML-N called Seemal “a Chaudhry’s chamchi’ when she criticised Punjab government for dissolving Power Development Board, a department created by former Punjab Chief Minister Ch Pervaiz Elahi to end energy crisis. She also cited an assessment report compiled by the World Bank according to which foreign investment was not coming to Pakistan due to bad law and order situation.   

Seemal responded by calling her “Shahbaze ki chamchi”. She did not stop here as she also called Sharifs as “loha choar”, “dacoits” and “cheeni choar”.     

Ch Zaheer said that kidnap for ransom cases were on the rise in Punjab. He quoted the case of Shahbaz Taseer to substantiate his point. 

Zaheer said that Punjab government’s formal request to the federal government seeking deployment of Rangers at seven Punjab prisons was an ample proof of Punjab government’s failure to maintain law and order in the province.

He alleged that since the law was not being applied equally to all, it was giving rise to its violation. “There is no law for Ch Arslan Iftikhar while Ch Moonis Elahi was made to spend nine months in prison before his acquittal by the court”, he observed.  Zaheer also hurried to add that every citizen was himself responsible for his acts, and it should not be made a fight between the institutions.

Samina Khawar Hayat held Punjab CM responsible for all the murders being committed in Punjab by the dacoits as result of poor law and order situation. She also demanded registration of FIR against Shahbaz Sharif for these murders.

When she was in the middle of her speech, the ladies on treasury benches resorted to sloganeering, thus making it impossible for her to continue. After three warnings that she would point out lack of quorum if the Chair did not restore order in the House, she finally did the needful at 3pm. Knowing that treasury would not be able to restore the quorum, the Speaker adjourned the sitting till Wednesday.
