ISLAMABAD Constitutional Reforms Committee of the Parliament (CRCP) on Friday finalised the preamble of the draft proposal of 18th Amendment giving brief description of the motives behind bringing the amendments in the Constitution. Sources privy to the Committees meeting informed TheNation that by and large there was consensus on all the amendments proposed in the Constitution by the 26-member Committee under the head of Senator Mian Raza Rabbani. The sources in the Committee informed TheNation that now the only left over contentious matter with the Committee was renaming of NWFP and the Committee was waiting for some PML(N)-ANP decision on the matter. The sources disclosed that during the course of Constitutional Reforms Committee of the Parliaments meetings, it was decided by the Committee members that as the matter of renaming of the province was between PML(N) and ANP, so they should meet separately to settle the issue and evolve consensus on the issue, and whatever they decide on renaming of the province, the same should be incorporated in the draft proposal of 18th Amendment. The sources informed that the Committee reading through the draft proposal of 18th Amendment to consume time and actually it was waiting for the decision of PML(N) and ANP on the issue of renaming NWFP and as soon as the matter would be resolved, the same would be included in it and the draft would be ready for presentation before the National Assembly. The sources in the PPP-led coalition Government informed that Prime Minister Syed Yousuf Raza Gilani had approached PML(N) Quaid Mian Nawaz Sharif who had landed back from abroad on Thursday to resolve the issue of renaming of the province with ANP. The sources aware of the development taking place on the issue between ANP and PML(N) informed that Mian Nawaz Sharif wanted to settle the issue with ANP but the NWFP chapter of PML(N) was not ready for it and even the main leaders of PML(N) belonging to NWFP had threatened to resign in case their party conceded to the demand of ANP. The sources in PML(N) informed that Nawaz Sharif had summoned Sardar Mehtab Ahmad Khan Abbassi to Lahore to work out the differences within the party over the issue and it was generally hoped that the matter would be resolved. On the other hand, ANP was also engaged in meetings and it was believed that in the next couple of days the summit meeting between Mian Nawaz Sharif and Asfandyar Wali Khan would be held and the matter of renaming would be resolved amicably, a source in PML(N) informed. Keeping in view the uncertainty engulfing the issue of renaming of NWFP with no scheduled meeting between Mian Nawaz Sharif and Asfandyar Wali Khan, the Government had deferred to summon the joint sitting of the Parliament and the National Assembly session was also adjourned till Wednesday so that both ANP and PML(N) would be given enough time to reach some common ground on renaming of the province. Similarly the Committee would be again requiring a complete session on the issue of renaming of NWFP as it has to take into confidence the other parties on the issue particularly PML(Q) and JUI(F), which too have their own point of view on the issue. In another development, the members from FATA had written a letter to Chairman of CRCP Senator Mian Raza Rabbani regarding their reservations over the constitutional reforms and all of them have expressed their no-trust on their Parliamentary Leader Munir Orakzai who, according to them, had not taken them into confidence over the amendments proposed in the Constitution.
