Nadra & RCB juggernauts

Recently, I visited NADRA Rawalpindi Cantonment to apply for cards for my children. I showed them the copy of NADRA's Form B, my wife's CNIC and mine along with non-computerized birth-certificate copies, duly attested, issued by the Rawalpindi Cantonment Board. Still, they told me to come up with copies of computerized birth certificates, issued by the Rawalpindi Cantonment Board. I needed at least one card urgently. So I rushed to the RCB office. The RCB's record clerk told me to pay Rs 1400 if I wanted an urgent copy, instead of prescribed fee of Rs 160. I refused to pay the bribe and approached the superintendent sitting next to secretary's office. He asked me to file affidavits with each application, costing about Rs 1200 (plus prescribed fee of Rs 600). I dashed to the Executive and Additional Exec Officer's offices. Their PAs did not let me see him. The defence ministry and agencies should look into the rampant corruption and inaccessibility of officers at RCB. The assets of the station commander and all the key RCB officers should be looked into. Also NADRA should clarify why it asks for computerised copy of RCB's birth certificate when Form B and related information is available in their database.
