HEC introduces strict criteria for faculty’s early promotion
islamabad – The Higher Education Commission (HEC) has introduced strict criteria for the early promotions of faculty on Tenure Track System (TTS) on the basis of exceptional performance, official said on Saturday.
The notification issued by HEC included fresh criteria for the promotion of TTS faculty to Assistant Professor and Assistant Professor to Associate Professor seeking early appointments and promotions on the basis of exceptional performance. According to the new requirement, it is mandatory for the candidate to produce a higher number of scholars and a higher number of research papers published in W category.
An official said that the criteria will be difficult to follow as the PhD enrolment in the country has already been reduced and a supervisor is left with nearly 1.5 year to supervise the scholar.
The notification said that an assistant professor on TTS applying for an early appointment and promotion to the associate professor on the basis of exceptional performance should have completed a successful-mid term review, spent minimum four years as Assistant Professor on TTS. For the faculty of Natural Sciences, an assistant professor should have published minimum 20 papers in ISI Web of Science impact factor (W category) journal having Q1 quartile in category, while in Engineering and Medical Sciences a minimum 15 papers in ISI Web of Sciences Impact factor (W. category) journals having Q1 quartile in category must have been published.
Similarly in Social Sciences, a TTS assistant professor has to publish minimum 10 papers in ISI Web of Science Impact factor (W Category journals having Q1 quartile in category or two HEC recognized books published by internationally renowned publishers.
Along with publications it has been recommended that TTS Assistant Professors have to produce two PhDs as supervisor after joining TTS, secured at least one research grant of not less than Rs1.5million after joining TTS, from sources other than parent University /Institution.
The new criteria also required from the TTS faculty secures at least one Productivity Award from PCST in A and B category (Natural and Engineering Sciences) /HEC/National/International Awards (Natural Engineering and Social Sciences) while being on TTS, said notification.
In publications an Associate Professor on in natural sciences must have minimum 40 papers in ISI Web of Science impact factor (W category) journal having Q1 quartile in category, in Engineering and Medical Sciences minimum 30.
Meanwhile in Social Sciences Associate Professor should have minimum 20 papers in ISI Web of Science Impact factor (W Category) journals having Q1 quartile in category or 4 HEC recognized books published by internationally renowned publishers.
In case of PhD supervision he or she has to supervise five PhDs after joining TTS, secured at least two Productivity Award from PCST in A and B category (Natural and Engineering Sciences) /HEC/National/International Awards (Natural Engineering and Social Sciences) while being on TTS, notification said.
The notification said An Associate Professor can be appointed as tenured Associate Professor and Professor if he or she meets the criteria prescribed for appointment on Exceptional basis.
In such cases the university will first get the case endorsed by HEC and then appointment. Any case processed for early appointment must be clearly mentioned in departmental Technical Review reports, Selection Boards recommendations and syndicate approval, said notification.
