Discos cause Rs139b loss to national exchequer

Islamabad – Ex-Wapda Distribution Companies (Discos) have caused the loss of Rs139 billion to the national exchequer through transmission distribution losses and theft, during the four years of the incumbent government.

Although the Transmission & Distribution losses had reduced from 18.7 percent in 2013-14 to 17.9 percent in 2016-2017, still it was higher than NEPRA allowed losses of 15.3 percent.

In 2016-17 the impact of T&D losses and theft was Rs 19.7 billion, revealed official documents.

During 2012-13 just before the PML (N) took over the average losses were 18.9 percent with the financial impact of Rs24857 million. Although the percentage of T&D losses reduced in 2013-14, from 18.9 percent to 18.7 percent, but the financial impact increased to Rs59784 million.

The losses were 18.7 during 2014-15 however the financial impact of T&D losses reduced to Rs40618 million.  In 2015-16 the T&D losses came down to 17.9 percent with the financial impact of Rs18741 million.

The financial impact of LESCO T&D losses was the highest Rs5928 million.

In 2016-17, of all the 10 Discos, Hyderabad Electric Supply Company(HESCO),Lahore Electric Supply Company(LESCO), Sukkur Electric Power Company(SEPCO),Multan Electric Power company were the top loss incurring Discos, revealed the official documents. HESCO Transmission/Distribution and theft losses were 30 percent or Rs5600 million, LESCO made 13.8 percent or Rs 5352 million losses, SEPCO made 37.9 percent losses with a financial impact of Rs4719 million, Quetta Electric Supply Company caused 23.1 percent losses with a financial cost of Rs 4640 million and MEPCO caused 16.9 losses with a financial impact of Rs4416 million.

Peshawar Electric Supply Company (PESCO) T&D and theft losses are 32.6 percent with a financial impact of Rs971 million. In 2014-15 PESCO was making 34.8 percent losses with the financial impact of Rs14342 million, which reduced to 33.8 having the financial impact of Rs 2506 million.

However in 2016-17 it has improved its efficiency and reduced its losses to 32.6 percent.

Gujranwala Electric Power Company(GEPCO) losses are 10.2 percent which is less than the NEPRA allowed target of 10.03 percent .Faisal Abad Electric Supply Company(FESCO) losses are 10.6 percent while IESCO face is 9 percent.  The financial impact of GEPCO,FESCO and IESCO’s T&D losses and theft are Rs 241 million,Rs 515 million and Rs 517 million respectively.Tribal electric Supply Company(TESCO) losses were 11.98 percent, during 2016-17.
