LAHORE The Traffic Wardens serving in the City have adopted a unique modus operandi to secure long leave. They misbehave with the citizens, especially women and the influential to achieve their objective, TheNation has learnt reliably. Insiders have claimed that the wardens were never given long leave, called Ruksat-e-Kalan in official terms, since the establishment of the City Traffic Police. (The rules and regulations permit a warden to take leave once in a year). Chief Traffic Officer Syed Ahmed Mobin, however, told this scribe that the issue was not a problem of the entire force. No doubt, the wardens have been allowed long leave like other uniformed forces. There might be some complaints. According to the official record, none of the City Traffic Police Chiefs, including DIG Altaf Qamar, DIG Ghalib Ali Bandesha, DIG Ghulam Dastgir, DIG Cap (retired) Usman Khatak, DIG Tariq Masood Yaseen, SSP Wasim Ahmed Sial, SSP Ghulam Mehmood Dogar, SSP Hussain Habib Imtiaz, SSP Mirza Shakeel, and SSP Intisaar Hussain Jaffery allowed long leave to the wardens. Even the current CTO, SSP Syed Ahmed Mobin is reluctant to initiate the step. Almost 100 Traffic Wardens were interviewed by this scribe during the last 15 days who shared this problem on the condition of anonymity. No one from the authorities concerned bothers to pay heed towards our social life. My widow mother is suffering from illness since long while the in-laws of my alone sister have forbidden her to look after my ailing mother. Now what can I do except misbehaving with the citizens and to seek suspension, a warden Sabir Shah, in his late 30s, expressed these views. Yaqoob Ali Dogar, a warden, claims that the leave is given hardly for 14 days only after they provide medical certificate, marriage card and etc. Another warden, Mirza Shakeel Baig, deployed near Liberty Market Roundabout says, The attitude of senior officials as well as the internal and external problems has forced us to behave like this. The force has become one man show and the top officer flatly refuses to address our genuine reasons. According to the current situation, SSP Cap (r) Syed Ahmed Mobin and one Saddar Division SP are leading the traffic force as SP Headquarters Cap (r) Sohail Ahmed Chaudhary has been recently transferred and posted as Pakpatan DPO. The CTO is very sharp as mostly he awards punishment of Close Line for short span of time. A former Traffic Chief DIG Tariq Masood Yaseen had suspended dozens of the traffic wardens after they violated traffic rules and regulation in order to press their demands, Naveed Akhtar, a warden, deployed on The Ring Road claimed. According to him, some of the wardens misbehave the victims and after that furnish them mobile numbers of the CTO and force them to phone him and ask their immediate suspension. According to an official communiqu issued in July 2009, the then CTO Tariq Masood Yaseen had directed 17 inspectors to report the Traffic Police Lines owing to lack of command and poor performance on the reports of vigilance teams constituted by the traffic police chief. (Names and locations of the interviewees have been changed in order to save their job).
